Based in Southern California near the Los Angeles International Airport, The Marvin Group consists of Marvin Engineering (MEC), Marvin Test Solutions (MTS) and Marvin Land Systems (MLS).  Marvin Engineering designs and produces military Alternate Mission Equipment.  Marvin Test Solutions designs and manufactures armament Test Equipment. Marvin Land Systems specializes in the design and build of power and thermal management systems. POSITION SUMMARY:

The Engineering Program Scheduler is responsible for developing, maintaining, and analyzing integrated master schedules that support program execution from contract award through production handoff. This role partners with cross-functional stakeholders and Technical Program Managers to ensure accurate planning, forecasting, risk management, and schedule performance. The position drives schedule quality in accordance with DCMA requirements, conducts schedule risk assessments, analyzes critical paths and program metrics, and provides actionable recommendations to leadership. The Engineering Program Scheduler plays a key role in program reviews, proposal planning, SDRL management, and risk/opportunity tracking to ensure successful program execution and on-time delivery. 

ESSENTIAL RESPONSIBILITIES:

  • Interpret contract requirements and objectives to create a thorough IMS that is executable and meets customer, quality, and contract requirements.
  • Gather individual program steps, durations, dependencies, and other details from appropriate program stakeholders to assemble into cohesive IMS that maps development programs from contract award to production handoff.
  • Provide recommendations and support to Technical Program Managers by employing best practices to ensure timely and accurate status/forecasting of work.
  • Analyze program critical paths and facilitate root cause assessments to baseline execution variances.
  • Recommend actions to program management based upon program metrics, trends, and variances.
  • Evaluate schedules for IMS quality according to DCMA requirements and suggest improvements to processes.
  • Independently perform as program IMS lead in program reviews and meetings.
  • Support program risk/opportunity analysis as it relates to the IMS.
  • Lead the development and delivery of Schedule Risk Assessments and IMS baselines across functional area.
  • Actively communicate schedule dependencies, risks and mitigation plans to internal and external customers; Be able to clearly explain the IMS assumptions and dependencies to leadership.
  • Develop master phasing schedules for executive review.
  • Support proposal planning and development.
  • Ad hoc analysis and what-if scenario planning.
  • Manage SDRLs across contracts to ensure deliverable dates are met, plans to complete are in place and executed with stakeholders, and deliverables track to Risk and IMS reporting.
  • Establish and manage Risk and Opportunities plans to include risk establishment with cross-functional stakeholders, mitigation/capture steps, and plan to closure.
  • This role is 100% on-site at our Inglewood, CA facility.
SKILLS AND REQUIREMENTS:
  • A Bachelor’s Degree Finance, Business, Management or Engineering or equivalent experience and minimum 5 years relevant experience in program planning or program management
  • Project Management experience a plus.
  • Experience in developing integrated master schedules across a portfolio of programs using scheduling software such as MS Project, Primavera, Open Plan, Milestone Professional
  • Knowledge of Schedule Risk Analysis (SRA)
  • Knowledge of resource loading schedules with (People, Equipment, Tools, etc.)
  • Strong oral and written communication skills for interfacing with stakeholders
  • Critical thinker who can offer recommendations for different ways to view program performance and execution to facilitate decision making
  • Demonstrated proficiency in schedule analysis. Experience analyzing for IMS quality (DCMA IMS requirements) and ability to produce valid critical paths, applying root cause analysis to variance recovery.
  • Knowledge in the application of integrated cost/schedule methods
  • Proficiency in MS Office Programs (PowerPoint, Excel, Word)
  • Strong creative problem-solving, collaboration, critical thinking, and time management skills
  • Organized and self-motivated with excellent verbal/written communication and interpersonal skills
  • Ability to efficiently and effectively manage multiple priorities while meeting program deadlines
  • US Citizenship

SALARY RANGE:

Base Salary Range (Inglewood only): $120,000 to $160,000

TRAVEL REQUIREMENTS:
