Job Summary

The PMTS Technical Program Manager - GF Labs Strategic Projects is responsible for leading complex, cross-functional technical programs within GF Labs that enable execution of specific strategic programs. The role drives execution across advanced semiconductor technologies, ensuring alignment between technical delivery, business objectives, and financial governance.

Essential Responsibilities

Technical Program Leadership:
Lead end-to-end execution of strategic GF Labs programs from concept through program completion.
Coordinate across device engineering, process integration, process engineering, advanced packaging, design enablement, and manufacturing as required to execute a program
Establish program milestones, governance, technical reviews, and decision gates aligned with GF Labs processes.

Business & Financial Management:
Develop and maintain business cases GF Labs strategic programs.
Partner with R&D finance and GF Labs technology teams to ensure budget alignment, cost tracking, and ROI transparency.
Coordinate with Business and Sales teams as appropriate to ensure customer NRE is planned, forecasted and secured in funding execution of strategic programs
Communicate technical and financial status clearly to executive stakeholders.
Ensure external commitments are aligned with internal execution capability, schedules, and budgets.
Serve as a key integration point between GF Labs, business units, and external partners.

Risk Management & Execution Excellence:
Identify and mitigate technical, schedule, manufacturing, and financial risks.
Drive structured risk mitigation and issue resolution plans.
Continuously improve technical program management practices for emerging technologies.

Technical Leadership:
Act as a PMTS-level technical leader influencing senior technical and business stakeholders.
Mentor junior program managers and contribute to GF Labs technical community development.

Required Qualifications

Bachelor's degree in Engineering, Physics, Materials Science, or related technical field.
12+ years of experience in semiconductors, advanced technology development, or manufacturing.

Business, Finance or Accounting
Demonstrated experience leading complex, cross-functional technical programs.
Strong understanding of semiconductor manufacturing and technology development lifecycles.
Proven ability to integrate technical execution with business and financial considerations.

Preferred Qualifications

Advanced degree (MS or PhD) in a relevant technical discipline.
MBA or formal training in finance or business management.
Experience with emerging or non-traditional semiconductor platforms
Experience working with government-funded or academic research programs

Project Management Certification

Quantum Semiconductor experience

Additional Information

This position requires the ability to work effectively in a highly matrixed, global organization and to influence without direct authority.

Expected Salary Range

$143,000.00 - $247,000.00
