About the Position

TheOutreach and Engagement Division is seeking aCSBGProgram Administrator to oversee Denver Human Services' Community Services Block Grant (CSBG). CSBG is a federally funded anti-poverty program administered in partnership with the Colorado Department of Local Affairs (DOLA). The program supports community-based services that address the causes and conditions of poverty and help residents with low incomes achieve stability and self-sufficiency.

CSBG federal service areas include employment, education, income management, housing, emergency services, nutrition, linkages with other programs, self-sufficiency, and health. In Denver, CSBG funds are administered through partnerships with community-based subrecipients and guided by community needs assessment findings, the Community Action Plan, and the CSBG Advisory Board.

As theCSBGProgram Administrator, you will serve as the primary program lead for day-to-day CSBG administration. This role requires strong organization, clear communication, attention to detail, comfort interpreting program requirements, and the ability to manage multiple deadlines whilemaintainingaccuraterecords and documentation.

As theCSBGProgram Administrator, you will:

  • Work collaboratively with the Colorado Department of Local Affairs on CSBG administration, reporting, monitoring, and compliance requirements.
  • Coordinate with DHS Financial Services, Grants Accounting, Contract Administration, and other internal partners on budget tracking, fiscal monitoring, contracting, amendments, invoice review, and grant management.
  • Administer and monitor CSBG subrecipient contracts to ensure compliance with program requirements, budgets, deliverables, performance goals, reporting expectations, and grantobjectives.
  • Provide technicalassistanceand guidance to subrecipients regarding CSBG requirements, reporting, documentation, scopes of work, performance measures, and program compliance.
  • Prepare, coordinate, andsubmitrequired CSBG reports, including quarterly, semi-annual, annual, Organizational Standards, and other funder-required submissions.
  • Track and analyze provider performance, spending, service outcomes, reporting trends, and areas needing follow-up.
  • Support the Community Needs Assessment and Community Action Plan processes, including stakeholder engagement, contractor coordination, data review, Advisory Board input, and leadership review.
  • Support competitive procurement and vendor selection processes in collaboration with the DHS Contract Administration team.
  • Maintain CSBG accomplishment data in required reporting systems and internal tracking tools.
  • Support the CSBG Advisory Board, including member recruitment, appointment tracking, meeting planning, agendas, materials, bylaws, follow-up items, and ongoing communication.
  • Maintainaccurategrant files, templates, trackers, procedures, and documentation to support compliance, audit readiness, continuity, and cross-coverage.
  • Develop and update standard operating procedures for core CSBG administrative functions.
  • Communicate clearly and professionally with subrecipients, funders, Advisory Board members, community partners, internal DHS teams, and other stakeholders.
  • Identifyprogram risks, barriers, pending decisions, and recommended next steps for supervisory or leadership review.
  • Support other grant-related or community investment activities within the Outreach and Engagement division, asneeded.

  • Experience administering federal, state, or local grants, especially human services, anti-poverty, community action, housing, workforce, family support, or nonprofit service programs.
  • Experience with formula grants, federal allocations, performance reporting, and outcome-based frameworks used to track program results and accountability.
  • Experience monitoring subrecipients, contractors, or community-based providers for performance, spending, reporting, compliance, and contract deliverables.
  • Experience managing projects or programs, creating work plans, tracking deadlines, documenting processes, and reporting on performance and compliance.
  • Experience coordinating contracts, budgets, invoices, amendments, scopes of work, or grant-funded service agreements.
  • Knowledge of or ability to interpret federal regulations, local laws and ordinances, grant requirements, policies, and program guidance.
  • Experience preparing reports, tracking outcomes, analyzing program data, andidentifyingtrends, risks, or areas needing follow-up.
  • Experience supporting advisory boards, commissions, public meetings, stakeholder groups, or community engagement processes.
  • Strong written communication skills, including the ability to prepare clear procedures, reports, meeting materials, technicalassistanceguidance, and partner communications.
  • Strong organizational skills and the ability to manage multiple deadlines,maintainaccuraterecords, and support continuity of operations.
  • Ability to build effective working relationships with community partners, internal teams, funders, board members, and service providers.
  • Experience with process improvement or continuous improvement practices, including identifying workflow gaps, developing standard operating procedures, improving documentation, and implementing practical solutions that strengthen program operations, compliance, and continuity.
  • Commitment to equity, poverty reduction, community engagement, and services that support stability and self-sufficiency for residents with low incomes.

Required Minimum Qualifications

  • Education requirement:Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field
  • Experience Requirement: Three (3) years of professional or technical level experience planning the administrative aspects of a program(s) or training program participants and/or volunteers. (Some positions may require experience in a specific program area)
  • Education/Experience Equivalency: One (1) year of theappropriate typeand level of experience may be substituted for each required year of post high school education. Additionalappropriate educationmay be substituted for the minimum experience requirements
