Job description

Duties Description Under the general direction of the Health Care Surveyor 4 in the Case Resolution Unit in Central Office, this position is responsible for coordinating and supporting the administrative investigative functions of the Central Office, Case Resolution Unit, which include but not limited to:
1. Supervision of administrative support staff.
2. Prepare requests for medical records including identifying correct template letter, identifying complete patient information, identifying appropriate treatment dates, identifying correct facilities or practice locations, and including appropriate enclosures. Reviewing drafted correspondence from other unit staff to ensure correct template letter and complete information are contained prior to dispatching of mail.
3. Prepare Quality Assurance requests including identifying the correct subject information, identifying the appropriate time period and including the appropriate enclosures.
4. Preparing complainant contact letters within required time frames.
5. Prepare subpoena including the appropriate subject information, outline of investigative material and correct assigned case investigator. Pull and scan all appropriate files, as identified in documentation and complete certification process with Director of Investigations or their delegate.
6. Track all requests and follow up within statutory timeframes including ensuring appropriate certified mail documentation meets the due process timelines and place documentation in electronic and physical investigative files.
7. Coordinate, prepare, and execute scheduling of meetings, agendas, meeting minutes, and memos.
8. Prepare response letters for executive correspondence, communication with other agencies, or other external parties.
9. Complete and submit confidential data requests as assigned, including tracking and following up to ensure receipt of all data elements.
10. Update investigative requests and/or any corresponding memoranda or information in the investigative management electronic system.
11. Coordinate the provision of medical records and documentation for investigative staff and clinical reviewers in the investigative process in accordance with OPMC policies and procedures.
12. Coordinate the provision of medical records and documentation to Medical Expert consultants in the investigative process utilizing HCS SFT or encrypted USB Flash Drives and follow up within required timeframes to ensure secure receipt.
13. Schedule investigative meetings both in person and remotely.
14. Manage incoming investigative telephone calls, oversee all certified mail and tracking, oversee the tracking and distribution of all investigative mail, complete the scanning and processing of investigative documentation, and maintaining the OPMC calendars.
15. Create and manage all tracking logs.
16. Make required investigative updates on OPMC SharePoint
Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.
Non-Competitive Candidates via NY HELPS:
Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.
Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.
Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.
Preferred Qualifications: Strong analytical skills, strong written and verbal communication skills
Strong computer skills to conduct internet searches and utilize multiple databases as well as Microsoft Office Suite.
Strong organizational skills with special attention to detail
Ability to interpret communication from the public and others
Strong customer service skills
