Range Operations Professional Development (ROPD) Curriculum Developer
Quantico, VA
The ROPD Curriculum Developer shall report to and receive direction derivatives from the project manager. The ROPD Curriculum Developer shall provide Curriculum Development services expertise to support the design and development of range management course material for RTAM. Instructional System Specialist shall possess a subject matter expertise in analyzing, advising, designing, developing, evaluating, and providing military education and training services in accordance with Systems Approach to Training and Education (SATE). This activity may encompass analyzing training requirements, coordinating product assessments, conducting front end analyses (FEA), and the design and development of course material in support of the ROPD training programs. Quality control in course development should include courseware version control and safeguarding of course assessments. Support of ROPD, including but not limited to the following:
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Employ the Systems Approach to Training Education (SATE) to analyze, design, develop, and evaluate training pertaining to range safety, operations, and management topics and issues and develop detailed performance-based testing scenarios that simulate or represent actual job functions as derived from Front End Analyses.
  • Conduct front-end analyses to develop Training & Readiness (T&R) events that define job performance.
  • Conduct learning analyses to generate knowledge, skills, and attitude listings and develop learning objectives that translate job performance to the training setting.
  • Develop training materials including lesson plans, media (slides, graphics, photos), storyboards, interactive multimedia instruction, test items, performance scenarios, and course schedules.
  • Develop lesson plans consisting of detailed instructor guides that provide all of the instructional content the instructor needs to rehearse and deliver instruction. Slides may include complex animations that simulate the functioning of computer-based software. Storyboards consist of narrative content, descriptions of media and interactions, branching, and instructions for programmers and graphic artists.
  • Research and develop content and format for publications, reference manuals, and pocket guides.
  • Conduct formative and summative evaluation to determine training and implementation effectiveness. Report recommended revisions to training products in a detailed evaluation report.
  • Participate in briefings, conferences, and working groups to make presentations regarding SATE and current work efforts.
  • Analyze and identify gaps in existing ROPD range training curricula and determine new tasks and objectives for inclusion in current curricula.
  • Design, develop, and deliver illustrations, animations, and other graphics in support of ROPD development specific requirements.
  • Develop and edit media to support training products including graphics, digital video, and photographs. Utilizes current graphic design technology and computer software packages to produce and develop high-level graphics and miscellaneous media files for multiple projects.
  • Participate in weekly onsite ROPD sync meetings, and provide a report that details the outcome, to include required recommended course changes.
  • Recommend adjustments to course development or student deliverables as derived from End of Course Critiques, After Action Reports, Learning Experience Review Boards, and Curriculum Review Boards, or as directed by the COR.

EDUCATION
  • A Bachelor's Degree or equivalent is the minimum education level acceptable for this position.
  • A High School diploma and at least 4 years of experience with RTAM range activities/operations is an acceptable substitution for this position.
  • Required: Range Safety distance learning course (MarineNet).
  • Required: Graduate of the RFMSS Functional Administrator course.
  • Required: Graduate of the Inter-Service Range Safety Course.
  • Required: Graduate of the Range Airspace Manager Course.
  • Required: Graduate of the Range Manager Tool Kit (RMTK) ~ formerly Geographic Information System (GIS) for Range Managers Course.
  • Graduate of the Weapons Danger Zone (WDZ) Course (preferred).
  • Graduate of the Technical Laser Range Safety Course (TLRSC) (preferred).
  • Graduate of Laser Range Management Tool (LRMT) (preferred).

EXPERIENCE
  • Ideal candidate is a former Marine who has experience working in the Range Control community.
  • Minimum of one-year experience using RFMSS.

SECURITY CLEARANCE
  • A Secret security clearance is required for this position.

ESTIMATED COMPENSATION
  • $70,000-$170,000
