Job description

We have an exciting opportunity as a Water Production Supervisor of Process Control Systems to join our team! 

The Supervisor of Process Control Systems provides technical direction and operational support for all Water Production SCADA network systems and infrastructure required for the control, protection and monitoring of all treatment and transmission assets. Provides technical supervision and direction to the SCADA Specialists and Senior SCADA Specialists. Works closely with Operations Management and Operations Technology to ensure system architecture is monitored and controlled following BMP’s and Cybersecurity Standards. Provides long-term direction on capital project planning related to process control systems to ensure compatibility and consistency with the existing and future network infrastructure. Responsible for establishing annual budgets, hardware / software specifications and control application system licenses. Subject to 24 hour on-call and emergency response resulting in frequent work during non-regularly scheduled hours.

Minimum Salary: $96,000 (Grade 11)


Essential Duties and Responsibilities:

  • Designs, troubleshoots, and makes changes to the Supervisory Control and Data Acquisition system (SCADA) and Programmable Logic Control (PLC) programming, and network protocols as required to appropriately monitor processes and control risks.
  • Supervises and supports the daily activities of the SCADA Specialists. 
  • Interfaces with O&M personnel in support and enhancement of SCADA systems and coordinates system upgrades to minimize operational impacts.
  • Directs and supervises work related to SCADA systems including reviewing bids, plans and construction activities. Provides direction in the preparation of designs, plans and specifications for SCADA system upgrades associated with capital projects and cybersecurity.
  • Oversees hardware / software assts lists; provides technical expertise in the development and implementation of departmental SCADA procedures including but not limited to consistent configuration protocols, change documentation and backing up control programming used in Water Production control systems.
  • Organizes and provides training to SCADA Specialists and other plant personnel on new or updated control system changes, protocols and procedures of Water Production SCADA network.
  • Responds to emergency calls and call-ins on a 24/7 basis, rotating with SCADA Specialists. 

Required Qualifications:

  • Four year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology or related field. A two year SCADA / PLC programming technical degree with four additional years of direct applicable work experience may be substituted. Course work should include process control engineering, ladder logic programming or equivalent.
  •  4+ years of project management experience in the installation and startup of SCADA systems, preferably within water utility systems or equivalent.
  • Valid Indiana Driver’s License
  • Working knowledge of radio, cellular and fiber communications and network engineering fundamentals.
  • Ability to respond to emergency calls and call-ins outside regularly scheduled business hours.
  • Knowledge of various pressure, flow and level transmitters. Allen Bradely PLC’s, HMI’s, Historian, RS Logix software or other SCADA software.
  • Knowledge of Intellutions, Rockwell or Spark SCADA Software, the construction, operational characteristics and functions of water treatment processes and equipment.
  • Demonstrated commitment to continuous improvement of systems, processes, personal and employee learning and development.
  • Excellent written and verbal communication skills and the ability to thoroughly document SCADA procedures.
  • Ability to identify the criticality of projects and prioritize them accordingly.

Preferred Skills/Qualifications:
• Masters Degree in Computer Science or another technical field.
• Experience in leadership and supervising a diverse operations staff.
