Oakland County is hiring a Procurement Manager to lead its centralized purchasing program. In this leadership role, you'll modernize and guide procurement operations, manage high-impact contracts, and ensure compliance with policies and regulations-all while driving efficiency and expanding supplier diversity.

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES

REQUIRED MINIMUM QUALIFICATIONS

  • Possess a Bachelor's degree from an accredited college or university with a preferred major in Business Administration, Public Administration, Economics, Accounting, or related field of study.
  • Have a minimum of eight (8) years of full-time professional procurement or purchasing experience, in a private or public sector/government entity, at least three (3) years of which included the supervision or leadership of employees.

ADDITIONAL DESIRABLE QUALIFICATIONS

  • Possession of one of the following professional certificates or equivalent: Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Professional in Supply Management (CPSM).
  • Considerable knowledge of general methods and procedures for purchasing supplies and services within a defined field of activity, and familiarity with basic market conditions affecting price and availability of purchased items.
  • Considerable experience managing a Union represented workforce.
  • Considerable knowledge of purchasing practices and policies, and of laws and regulations governing public procurement.
  • Substantial ability to make work decisions in accordance with laws, rules, regulations, and departmental policies.
  • Considerable knowledge of Artificial Intelligence and use within purchasing technology.
  • Substantial experience in contract negotiations and networking.
  • Considerable experience engaging in vendor outreach and education, including supplier diversity efforts.
  • Substantial ability to prepare and revise complex contracts, contract amendments, bid documents, and purchase orders.

ESSENTIAL JOB FUNCTIONS

  • Oversees development of all contracts and/or lease agreements by procurement staff to ensure that the strategy. language, terms, conditions, and provisions contained therein are appropriate, current, and accurate.
  • Collaborates with Department Directors, Administrators, and Elected Officials in developing departmental specifications based on strategic direction, needs, long term cost savings, and design solicitations.
  • Reviews and approves any reports or activities related to procurement that are generated for the public or Board of Commissioners.
  • Analyzes and maintains comprehensive knowledge on current procurement trends to ensure that county procurement and contracting activities incorporate and reflect the most recent state and national laws, regulations, and practices.
  • Conducts regular and recurring one-on-one meetings with Procurement staff to remain fully aware of contract status, set priorities and workload expectations, ensure deadlines are being met, and contracts fully executed in a timely manner.
  • Develops, recommends and implements procedures for the efficient processing of purchase requisitions, purchase orders, invoices, supplier contracts and related purchasing records in order to ensure the smooth and efficient flow and recording of purchasing activities.
  • Provides and/or ensures training of Procurement staff and departmental contacts on best practices, and changes to policies and procedures.
  • Oversees continuous development of Procurement staff. Recommends staff development and participation in professional training and certification programs that will enhance individual skills in the procurement profession.
  • Reviews and updates the County's Procurement Policies and Procedures Manual to ensure the efficacy and integrity of the County's purchasing procedures.
  • This is a working manager position that will conduct complex and high visibility RFPs. Negotiates and supervises the negotiation of contracts with vendors to ensure securing the best deals and terms.
  • Develops, compiles, and analyzes data for reporting to the Chief Procurement Officer.
  • Oversees efforts to increase diversity within the County's supplier base to ensure that minority-owned, women-owned, and veteran-owned businesses have the opportunity to bid competitively for County contracts. Participates in vendor outreach programs as needed.

  • Performs other duties as assigned by Chief Procurement Officer and department administration.
  • Complies with all policies and standards.
  • Utilizes current countywide and/or department specific software to complete assignments.

  • Provides recommendations regarding division personnel, budget, measurable goals and objectives, and technology updates as well as for the implementation of administrative policies and procedures.
