Position Overview 
ActioNet is seeking an experienced Procurement Manager to support the planning, implementation, governance, and operation of an Enterprise E-Commerce Marketplace supporting technology products and services within a Federal environment.
The Procurement Manager serves as a key liaison among customers, suppliers, service providers, acquisition stakeholders, and delivery teams to ensure successful delivery of products and services through a structured, compliant, and customer-focused marketplace operating model.
This role requires a blend of procurement, service management, supplier management, governance, customer engagement, and operational leadership experience. The successful candidate will help define, maintain, and continuously improve marketplace offerings, vendor relationships, operational processes, documentation, reporting, and customer adoption activities.
 
The position is not a software development role. However, the candidate must be comfortable working with technical teams to define business requirements, support testing activities, validate workflows, and improve marketplace operations.
Primary Responsibilities 
  • Maintain and continuously improve marketplace operations, processes, governance, and performance.
  • Serve as the primary point of coordination among customers, suppliers, service providers, and acquisition stakeholders.
  • Define, maintain, and govern service catalogs, approved offerings, vendor information, and operational documentation.
  • Support requirements gathering, service request intake, prioritization, and fulfillment activities.
  • Coordinate supplier onboarding, performance monitoring, issue resolution, and relationship management activities.
  • Develop and maintain standard operating procedures, process documentation, training materials, and knowledge articles.
  • Support operational reporting, metrics, dashboards, and performance reviews.
  • Facilitate governance reviews and ensure compliance with organizational policies and procedures.
  • Collaborate with business and technical teams to improve workflows, automate processes, and enhance customer experience.
  • Identify opportunities for process improvement, cost optimization, service enhancement, and operational efficiencies.
Required Experience 
  • 8+ years of experience supporting procurement, acquisition, service delivery, supplier management, marketplace operations, service catalog management, or related operational programs.
  • Experience working in Federal, Department of Defense, or similarly regulated environments.
  • Experience coordinating across customers, suppliers, technical teams, and business stakeholders.
  • Experience developing and maintaining service catalogs, operational procedures, workflows, or service management processes.
  • Experience managing supplier relationships, onboarding activities, performance reviews, and issue resolution.
  • Experience gathering business requirements and translating operational needs into process or system improvements.
  • Experience developing reports, metrics, dashboards, and operational performance measures.
  • Strong written, verbal, presentation, and stakeholder engagement skills.
  • Ability to operate independently in dynamic and evolving environments.
Preferred Experience 
  • Experience supporting enterprise service management, procurement operations, acquisition support, shared services, or marketplace programs.
  • Experience working with workflow automation, service catalog, IT service management, procurement, or customer relationship management platforms.
  • Experience supporting process improvement, governance, organizational change management, or operational transformation initiatives.
  • Familiarity with supplier diversity programs, strategic sourcing, licensing, contract administration, or lifecycle management activities.
  • Experience supporting large-scale multi-vendor operational environments.
