Job description

ANALYST II - PARK OPERATIONS / OPERATIONS SUPPORT / BUDGETS, PROJECTS
The reporting location for this position is Park Operations in Sacramento, CA. This position will work under the direction of the Supervisor I.
Under the direction of the Supervisor I, the Analyst II is responsible for performing the more complex technical and analytical tasks related to programmatic contract analysis and tracking; program and project reconciliation and cost reporting; project and program budget analysis; and policy formulation and implementation. The incumbent is a full journey level analyst who has demonstrated the intellectual abilities, management skills and personal qualification to succeed and meet the demands of the Park Operations Administrative Services Division. The Analyst II identifies complex programmatic problems and administrative issues, analyzes these problems/issues, and recommends the solutions and implementation thereof to Management.
Training and Development Assignments may be considered.

This position is designated as telework eligible-office centered.

Statement of Qualifications
To be considered for this position, applicants must provide a written response to the following Statement of Qualifications (SOQ) questions. Responses must be typewritten using 12-point Arial font, single-spaced, and no more than two pages in length. Questions:
1. Please describe your experience in interpreting complex financial guidelines and developing department-wide policies, procedures, or manuals. Specifically, highlight your technical expertise utilizing the Financial Information System for California (FI$Cal) or a similar accounting system to manage, review, and approve purchase orders, contracts, or service agreements.
2. This position requires resolving fiscal coding, encumbrance, and expenditure errors. Please provide a specific example of a time when you identified a complex financial discrepancy within a procurement document or budget ledger. What analytical steps did you take to research the root cause, and how did you coordinate with accounting, budget, or contracts staff to implement the correction?
3. Describe a time when you analyzed project or contract data, identified an emerging issue that threatened successful program delivery, and had to act as a liaison to internal or external stakeholders. What recommendations did you present to management, and how did you collaborate with others to maintain a productive working relationship while resolving the issue?
