Responsibilities:

  • Lead and manage a team performing intelligence planning, collection, processing, analysis, and dissemination, including tasking, prioritization, and quality oversight. Provide data integration and knowledge management support, including:
    • Data governance
    • Data architecture
    • Data warehousing
    • Data quality management
    • Metadata management
    • Data operations management
    • Data discovery
  • Align processes and enabling technologies to improve information sharing across analysts and organizations supporting analytic production
  • Utilize centralized and peripheral databases, content management systems, and records management systems to shape workflows and improve knowledge management processes
  • Disseminate intelligence products across multiple networks and portals in accordance with applicable policies and procedures
  • Compile and deliver performance, usage, and capability assessment reports, including analysis of future requirements for knowledge management functions such as search, discovery, storage, retrieval, formal production, and tasking
  • Draft, maintain, and update Standard Operating Procedures (SOPs) and formal documentation supporting knowledge management and dissemination activities
  • Produce professional reports and products that integrate narrative and graphics to clearly communicate complex concepts
  • Deliver professional briefings and presentations to diverse audiences
  • Interact with and support small groups to define data and information requirements and coordinate knowledge management activities
  • Demonstrate mastery of qualitative and quantitative analytic methodologies and incorporate relevant academic or external developments into analytic and knowledge management practices
  • Define and apply new or innovative research approaches to support rigorous assessments and high-level mission requirements
  • Conduct in-depth analysis of analytic operations and knowledge management challenges across organizational and intra Intelligence Community boundaries and clearly articulate findings
  • Review analytic products to ensure tradecraft compliance, analytic rigor, logical coherence, and adequate evidentiary support, routinely testing analytic quality
  • Perform duties independently with minimal oversight, exercising sound judgment and accountability

Requirements:

  • Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education degree, associate's degree with 7 years' experience in an intelligence discipline, or high school diploma with 9 years' experience in an intelligence discipline
  • 4 years demonstrated experience leading a team and managing work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination
  • Demonstrated experience working with bilateral or multilateral partners in the areas of intelligence information sharing or intelligence data/system interoperability
  • Demonstrated ability to deliver professional briefings and presentations to diverse audiences
  • Demonstrated ability to draft and maintain documentation such as Standard Operating Procedures and ability to produce reports incorporating text and graphics to convey complex concepts
  • Ability to obtain DoDD 8140.01 (formerly DoDD 8570.01-M) certification / IT Level II within 30 calendar days of indoctrination at HQ INSCOM
  • Active Security clearance required
