About This Position

The Business Process Consultant advises the City's Executive Management Team, department directors, and other officials on strategy and organizational performance. The position manages and supports Citywide planning, performance reporting, and data-driven performance review processes that strengthen program and service delivery. The consultant analyzes performance to identify strategic and operational issues, helping leaders solve complex problems and improve performance. This is a highly visible role with meaningful impact across City government.


Job Description:

Purpose:

Responsible for providing project support to Department Directors and the Department Executive Team. Provides consulting services to process leaders and team leaders. Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Leads multiple process improvement teams

  • Develops project work plans, project management and periodic assessment

  • Facilitates the development of stakeholder analysis and communication plans for process improvement teams

  • Identifies, collects, and researches to complete data analysis

  • Makes recommendations to project teams and recommends organizational change utilizing appropriate talent

  • Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets

  • Develops and improves models and methodologies for the department

  • Reviews and critiques the work of functional team staff

  • Communicates project and program information to all levels of the organization

  • Knowledge of business strategies, objectives, planning, development and management processes and process improvement

  • Knowledge of performance measures

  • Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes

  • Knowledge of research methodologies, cost/benefit, analysis, statistics and financial models

  • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic

Minimum Qualifications:

Graduation with a Bachelors degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years experience related to the job.

Preferred Qualifications

  • Experience facilitating strategic and annual planning processes in public, nonprofit, or other complex organizations, including formulating strategies, establishing annual milestones and setting performance targets.

  • Experience developing performance measures or Key Performance Indicators, including defining measures, determining data sources and calculation methodologies, and assessing their usefulness.

  • Experience conducting in-depth analysis of performance data, including disaggregating and comparing outcomes across relevant customer, organizational, geographic, or service characteristics to identify outliers and improvement opportunities.

  • Experience developing performance dashboards and data visualizations for executive, management, or public audiences, using Power BI or similar business intelligence tools.

  • Experience advising and building organizational capacity in strategy or organizational performance, including developing guidance or training, facilitating workshops, conducting assessments, or helping teams improve their practices.

Compensation:

$71,630.00 to $90,980.00 annually

Work Location and Schedule: City Hall Monday - Friday; 8:00 a.m. to 5:00 p.m. Telework opportunities may be available up to three days a week.
