Job description

Summary: The PSM Manager will ensure company compliance with OSHA Process Safety Management (PSM) and EPA Risk Management Plan (RMP) rules by coordinating PSM program records, materials, tools, electronic management systems, and site-level routines necessary to strengthen PSM/RMP execution across Green Plains fleet. This position reports to the Vice President of Environmental, Health, Safety and Security.
Responsibilities include but are not limited to:
  • Manage the company PSM/RMP program in accordance with OSHA Process Safety Management (PSM), EPA Risk Management Plan (RMP), Green Plains policies, and applicable federal, state, and local requirements.
  • Lead coordination of PSM/RMP disciplines across facilities, corporate EHSS, operations, maintenance, engineering, and site leadership to drive consistent execution.
  • Interpret regulatory requirements and emerging industry practices, converting them into practical compliance routines, tools, templates, and program guidance.
  • Maintain and organize centrally managed PSM/RMP records, procedures, metrics, dashboards, and documentation needed to demonstrate compliance and program performance.
  • Support site implementation through program coordination calls, correspondence, field support, training, audit readiness assistance, and follow-up documentation.
  • Facilitate and support Management of Change (MOC), Process Hazard Analyses (PHAs), PSM compliance audits, mechanical integrity reviews, and related recommendation tracking through closure.
  • Work with operations, maintenance, engineering, processing, and EHSS teams to understand hazards, safeguards, process risks, and risk-reduction opportunities.
  • Coordinate insurance inspections, loss-control visits, field reviews, and related recommendation assignment, verification, tracking, documentation, and closure.
  • Present PSM/RMP metrics, risks, action status, and improvement opportunities to corporate leadership, site leadership, and other stakeholders as needed.
  • Lead the Voluntary Protection Program (VPP) roll-out and implementation across the fleet
  • Lead by example, multi-task effectively, and take ownership of assigned projects, improvement initiatives, and program deliverables.
  • Maintain a detail-oriented approach with a high degree of accuracy, dependability, positive attitude, and team-oriented support.
  • Demonstrate excellent time management, administrative, clerical, documentation, communication, and organizational skills.
  • Use Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and applicable mechanical reliability, maintenance, or compliance management systems such as Maximo or equivalent platforms.

Qualifications:
  • Bachelor's degree in safety, environmental science, engineering, chemistry, industrial technology, or a related field preferred.
  • Five or more years of management, EHSS, operations, maintenance, engineering, process safety, or related industrial experience preferred.
  • PSM/RMP background, ethanol or chemical manufacturing experience, mechanical integrity knowledge, or safety experience is a plus.
  • Ability to work in a plant environment and effectively communicate with all levels of the organization.
  • Demonstrated ability to organize multiple priorities, drive corrective action closure, and maintain regulatory documentation with a high level of accuracy.
  • Travel will be expected, up to 40% of the time.
  • Valid driver's license required.
