Job description

Overview

CTG is seeking to fill a Construction Project Manager - Chemical Manufacturing position for our client.

Location: South Charleston, WV

Duration: 12 months

Description:

Project Management

  • Plan, direct, and coordinate all phases of construction and capital projects at the chemical plant, from pre-FEED through mechanical completion and handover
  • Develop and manage project schedules, budgets, cost estimates, and change orders
  • Coordinate with Process Engineers, Project Managers, and plant operations to minimize production disruptions during construction activities

Safety & Regulatory Compliance

  • Enforce OSHA standards, including Process Safety Management (PSM) / 29 CFR 1910.119, during all construction activities near or within covered process areas
  • Manage Management of Change (MOC) processes for all construction-related modifications
  • Ensure contractor compliance with site-specific safety programs, hot work permits, confined space entry, LOTO, and hazardous material handling procedures
  • Coordinate Pre-Startup Safety Reviews (PSSR) prior to commissioning of new or modified equipment
  • Conduct and document safety inspections, incident investigations, and near-miss reporting

Contractor & Vendor Management

  • Solicit, evaluate, and award bids; manage contracts with general contractors, specialty subcontractors (mechanical, electrical, instrumentation, civil), and vendors
  • Supervise on-site contractor activities to ensure quality, safety, and schedule adherence
  • Review and approve Requests for Information (RFIs), submittals, and change order requests

Technical Oversight

  • Review engineering drawings, P&IDs, specifications, and construction documents for constructability
  • Oversee installation of process equipment including pressure vessels, piping systems, heat exchangers, pumps, and electrical/instrumentation systems
  • Ensure work is performed per applicable codes (ASME, API, NEC, NFPA) and plant standards

Stakeholder Communication

  • Provide regular project status updates to plant leadership and corporate stakeholders
  • Coordinate with Maintenance, Operations, EHS, and Engineering teams throughout project lifecycle
  • Manage permitting with local, state, and federal regulatory agencies (EPA, OSHA, local fire marshal)

Required Qualifications

  • Bachelor's degree in Construction Management, Civil, Mechanical, or Chemical Engineering, or related field
  • 5–10 years of construction management experience, with at least 3 years in a chemical, petrochemical, or industrial process plant environment
  • Strong working knowledge of OSHA PSM regulations, contractor safety management, and industrial safety practices
  • Experience with EPC (Engineering, Procurement, Construction) project delivery
  • Proficiency in project management and scheduling software (e.g., Primavera P6, MS Project)
  • Familiarity with process piping, instrumentation, and mechanical equipment installation

Preferred Qualifications

  • Certified Construction Manager (CCM) or PMP certification
  • Experience with Hazardous Materials handling and EPA RMP compliance
  • Knowledge of ASME, API, NFPA codes applicable to chemical facilities
  • Experience managing turnaround/shutdown projects

The expected base salary for this position ranges from $90 hourly.
