Pay Rate: $75,000.00 – $90,000.00 per year + Performance-Based Bonus

Project Scope: Underground Utility, Drainage, Paving, and Civil Infrastructure Projects

The Opportunity

Drive Profitable Civil Infrastructure Project Bidding with DL Glover Utilities.


You will play a pivotal role in securing successful, high-quality public and private civil contracts across the Greater Houston area. This role empowers you to take full ownership of the bidding phase, partnering with our Project Managers to transform technical prints into competitive, highly accurate project budgets. Your strategic analysis directly drives the company's financial growth, project pipeline, and operational success.


How You Will Make an Impact

  • Perform highly accurate quantity takeoffs from blueprints and civil specifications to build baseline project costs.
  • Develop competitive, comprehensive, and profitable bids for complex municipal and private civil projects.
  • Solicit, evaluate, and negotiate competitive material and subcontractor pricing to maximize profit margins.
  • Manage and advance multiple estimates simultaneously while strictly meeting tight public bid deadlines.
  • Collaborate closely with project managers, field operations, and executives to ensure smooth project handoffs.
  • Utilize Microsoft Excel and advanced estimating software to generate transparent, itemized structural bid packages.


What You Need to Succeed (Qualifications)

Required

  • Education: High school diploma or GED equivalent.
  • Industry Experience: Minimum of 3 years of proven experience estimating underground utilities, heavy civil earthwork, grading, or paving projects.
  • Technical Blueprint Literacy: Strong professional proficiency in generating complex quantity takeoffs and checking architectural and civil blueprints.
  • Software Fluency: Advanced working knowledge of standard industry software such as Bluebeam, Procore, and Microsoft Excel for construction data management.


Preferred

  • Prior experience successfully bidding public works projects for TxDOT, Harris County, or the City of Houston.
  • Deep established network of vendor and subcontractor contacts across the Greater Houston regional construction market.
  • Strong knowledge of local agency material compliance standards and regional public bidding portal systems.
