What does a privacy program manager do?

A Privacy Program Manager is responsible for developing, implementing, and overseeing an organization's privacy policies and compliance with data protection regulations. They ensure that the organization handles personal data responsibly and in line with legal requirements such as GDPR, CCPA, or HIPAA. Their duties often include conducting privacy risk assessments, training staff on privacy best practices, managing data subject requests, and responding to privacy incidents or breaches.

How does a privacy program manager typically collaborate with legal, IT, and business teams to ensure data protection compliance?

Privacy Program Managers play a central role in bridging the gap between legal, IT, and business units. They work closely with legal teams to interpret regulatory requirements and draft privacy policies, partner with IT to implement technical safeguards, and coordinate with business leaders to embed privacy practices into daily operations. This cross-functional collaboration ensures that privacy controls are both practical and effective, helping organizations stay compliant while supporting business objectives. Regular meetings, training sessions, and risk assessments are common tools used to facilitate these collaborations.

Strong communication, stakeholder management, and problem-solving skills help navigate complex organizational environments and build trust. These skills are crucial to ensuring compliance, minimizing risk, and fostering a culture of privacy within the organization.

Job description

HIM Manager / Privacy Officer — Livingston, MT, 100% On-Site, 6-Month Contract

TalentFish is casting a line for an HIM Manager / Privacy Officer to lead a Health Information Management department while serving as the organization's designated Privacy Officer. This is an active, high-priority need for a rural healthcare organization, and it's a rare dual-scope role: real department leadership combined with genuine HIPAA privacy program ownership, not just one or the other.

What you'll do:

  • Manage daily HIM department operations: medical record management, release of information, chart analysis, coding oversight, chart completion, and patient portal workflows
  • Serve as the organization's designated Privacy Officer, overseeing the full HIPAA privacy program
  • Lead privacy investigations, breach assessments, audits, and required regulatory reporting
  • Develop and maintain HIM and privacy-related policies and procedures
  • Oversee departmental staffing, budgeting, productivity, and regulatory compliance, including the annual operating and capital budget
  • Support Tumor Registry and Vital Records data submission and timely filing

What you bring:

  • 2+ years of medical coding experience
  • Working knowledge of HIPAA Privacy requirements, HIPAA Security concepts, and release of information standards
  • Strong critical thinking and communication skills, with the ability to navigate sensitive, confidential matters professionally
  • Associate's or Bachelor's degree in Business Administration, Health Information Management, Healthcare Administration, or a related field preferred

Nice to haves:

  • Previous HIM leadership, privacy, compliance, or release of information experience
  • Critical Access Hospital or Rural Health Clinic experience
  • CHPS, CHPC, CHC, or CPCO certification, or willingness to obtain

Logistics:

  • Location: Livingston, MT, 100% on-site, no remote flexibility
  • Schedule: Monday through Friday, 8:00 AM to 5:00 PM
  • Type: Contract, 6 months (August 31, 2026 through February 26, 2027)
  • Pay: $70 per hour
  • Must be authorized to work in the U.S. without current or future visa sponsorship
