POSITION: Mail and Print Services Associate
LOCATION: Office of Communications
TYPICAL WORK HOURS: 8:00 AM to 4:00 PM

SALARY: Based on Kanawha County Pay Schedule, commensurate with experience and education
JOB SUMMARY:
This position provides daily operational support within the print shop by executing print jobs, operating production equipment, and conducting quality inspections to meet strict standards and production deadlines. Additionally, the role manages the intake, sorting, and courier distribution of mail and print materials across agency offices, state government facilities, and off-site locations using state vehicles.
DUTIES AND RESPONSIBILITIES:
  1. Assists print shop Program Assistant in fulfilling professional print jobs and requests to the highest standards.
  2. Responsible for running print jobs within the established schedule and deadlines set by the Communications Office, including preparing materials for production and completing cutting, folding, binding, stapling and other finishing processes as required.
  3. Reviews and inspects completed print jobs to ensure accuracy, proper quantities, specifications and overall quality standards are met.
  4. Motivated to problem solve, acquire new skills, and work closely with the Program Assistant to ensure optimal operations and expanded capabilities/offerings when possible.
  5. Responsible for receiving, sorting and delivery of mail for all WVDE offices, including hand delivery and pick up of mail from the Capitol and Governor's Mansion as necessary.
  6. Maintains adequate supplies of paper, printing materials and other production supplies by monitoring inventory levels, organizing materials and notifying the Program Assistant of supply needs or shortages. Assists with maintaining a clean, safe and organized print shop and production area.
  7. Required to communicate with staff throughout the West Virginia Department of Education and beyond regarding the status of jobs submitted.
  8. Attends and participates in staff development training designed to improve print shop operations and other topics as designated.
  9. Responsible for utilizing state vehicles to make deliveries beyond the State Capitol Complex as needed.
  10. Perform other assignments as deemed appropriate and necessary by the State Board of Education, Associate Superintendent, State Superintendent of Schools, and Director of Communications.

EDUCATION AND EXPERIENCE
  1. High School diploma or equivalent required.
  2. OSHA10 Certification preferred.
  3. Minimum of three years' experience in the various aspects of printing, including apprentice or vocational training.
  4. Familiar with and able to use Adobe Acrobat for minor editing.

PHYSICAL REQUIREMENTS:
This position is classified as medium to heavy work, involving frequent standing and walking for the majority of the shift (6-8 hours daily). Regular demands include lifting, carrying, and maneuvering paper stock, finishing equipment, and bulk supplies weighing up to 50 pounds. This role requires high manual dexterity for operating high-speed machinery and performing precise tasks like cutting, binding, and sorting. Visual acuity is essential for color matching, inspecting print quality, and reading job specifications, while clear hearing is necessary to monitor equipment performance and communicate in a mechanical environment. The associate must be able to bend, reach, and stoop to load equipment and maintain inventory. Reasonable accommodation will be provided to qualified individuals with disabilities to perform essential functions.

  9. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.
  10. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
