Job description


Provide on-the-job training and direction to inmate crews performing roadway maintenance activities. Perform a variety of highway maintenance activities and operate specialized equipment in routine maintenance and, or emergency operations.
How you will contribute:
  • Coordination of Inmate Work Activities: Plan, coordinate and oversee the work of inmates involved in highway maintenance activities. Schedule and direct activities to ensure compliance with DOC standards for the performance of inmates. Assign inmates and inmate crews to specific jobs and inspect the quality and quantity of work performed. Provide on-the-job training on proper maintenance methods, procedures and techniques while ensuring proper use of equipment, tools, and safety controls. Prepare reports and paperwork to report accomplishments and equipment, material, and manpower used, as well as any issues that may arise while working inmates.
  • Emergency Operations: Maintain state roadways for safe driving by operating and preparing equipment for snow and ice removal or other types of emergency operations. Perform snow removal operations as needed according to practices and standards. Support emergency operations including storm damage repairs by promptly clearing roadways of snow, ice and debris, accident clean-up and providing traffic control during and after normal working hours.
  • Inmate Transportation: Operate equipment to transport inmates to and from work site while ensuring all inmates are accounted for and following detailed instructions for loading and unloading inmates into transportation vehicles.
  • Job Safety: Determine and demonstrate proper work site protection techniques. Ensure crew has proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.) and train crew members in proper safety methods. Promote safety as a top priority and continuously monitor site to ensure safety procedures are followed. Maintain work sites to ensure safety of work crew, landowners, and traveling public. Apply MUTCD for detours, lane closures, work zones, inmates working, etc. Take corrective action when unsafe conditions are identified.
  • Maintenance and Operations: When not working inmates, may oversee work of assigned roadway crews performing roadway maintenance activities and report accomplishments and equipment, material, and manpower used. Operate maintenance equipment and perform preventive maintenance and heavy manual labor.

  • Knowledge of safety policies, procedures, and programs related to roadway construction and maintenance.
  • Skill operating and maintaining hand and power tools and light, medium, and heavy duty equipment.

    • Minimum Qualifications:
  • Ability to complete reports and records.
  • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
  • Ability to obtain Department of Corrections inmate and firearms certifications and work zone safety and flagger certification.
  • Ability to perform heavy manual labor.
  • Ability to plan work schedules and assign manpower, materials, and equipment needed to accomplish the job.
  • Ability to provide technical direction and guidance to a variety of laborers.
  • Considerable knowledge of highway maintenance equipment, materials, methods, and procedures.
  • Knowledge of safety policies, procedures, and programs related to roadway construction and maintenance.
  • Safety shoes required.
  • Skill in operating and maintaining light, medium and heavy-duty equipment, as well as hand and power tools.

    • Additional Considerations:
  • A combination of training, experience, or education in Construction, Emergency Operations, or related field desired.
  • Commercial Driver's License
  • Experience in inmate supervision.
  • Experience in roadway maintenance and, or construction and equipment operations.
  • Experience performing emergency operations to include snow-removal, storm damage, and accident clean-up.
