Job description

JOB SUMMARY/PURPOSE

This role owns end-to-end solution architecture, integrations, and roadmap delivery across Oracle Cloud (PPM/WACS), Azure, and enterprise platforms to support capital programs, field operations, and asset reliability.

Serve as the technical and functional lead for Oracle Project Portfolio Management (PPM) and Work & Asset Cloud Service (WACS) solutions, ensuring project delivery, capital planning, and asset lifecycle management capabilities align with Delta Utilities’ operational, financial, and regulatory objectives.

Serve as the technical and strategic lead for our Oracle PPM and WACS Cloud platforms, ensuring that Engineering and Operations people-process capabilities support Delta Utilities’ growth and regulatory obligations across Louisiana and Mississippi. The role owns end-to-end solution architecture, integrations, and road-mapping for PPM / WACS capabilities running in Oracle SaaS, Azure, and M365.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Define and maintain the multi-year architecture roadmap for Oracle PPM and WACS aligned to capital planning, asset management, and regulatory compliance needs.
  • Design scalable and secure integrations between Oracle PPM, WACS, Oracle ERP, Azure services, GIS, and other operational systems.
  • Lead solution design for capital project planning, budgeting, forecasting (PPM), and work management and asset maintenance (WACS).
  • Conduct fit-gap analysis and solution design for enhancements and releases.
  • Establish integration patterns using Oracle Integration Cloud (OIC), APIs, and event-driven architecture.
  • Define data models and governance for project, asset, and work order data.
  • Partner with Engineering, and Operations stakeholders.
  • Provide architectural governance for vendors and system integrators.
  • Ensure compliance with SOX and utility regulatory requirements.
  • Mentor teams on best practices.
  • Guide fit-gap analysis, data-conversion, testing strategy, and cut-over for major releases and new modules.
  • Establish reference architectures, design standards, and integration patterns for APIs, event hubs, and identity federation.
  • Partner with Engineering and Operations leadership to translate requirements into solution blueprints and backlog items.
  • Provide technical governance for system integrators and MSPs, review design documents and code for adherence to Delta Utilities standards.
  • Mentor functional analysts and developers on PPM / WACS best practices.
  • Define multi-year PPM / WACS architecture and release roadmap aligned to business objectives.
  • Design integrations between Oracle PPM / WACS, Azure services, M365 (Power Platform, Teams).

MINIMUM REQUIREMENTS

Minimum education required of the position

  • Bachelors in Information Systems, Computer Science, Engineering, or related field; or 8 + years of directly relevant experience in lieu of degree.

Minimum experience required of the position

  • 8 + years of IT experience with at least 3 years as a solution/enterprise architect
  • 3 + years architecting Oracle CCS or comparable CIS/CRM plus Genesys or similar contact-center platforms.
  • Experience with Oracle PPM and WACS.
  • Led at least one full lifecycle Oracle Cloud implementation.
  • 8 + years of IT experience with at least 3 years as a solution/enterprise architect on Oracle PPM / WACS

Minimum knowledge, skills and abilities preferred of the position

  • Strong expertise in project costing, capitalization, and budgeting (PPM).
  • Experience with asset lifecycle and maintenance processes (WACS/EAM).
  • Integration experience with Oracle Financials, Supply Chain, and GIS systems.
  • Expertise in OIC, REST/SOAP APIs, and Azure services.
  • Understanding of utility operations and regulatory requirements.
  • Strong communication and stakeholder alignment skills.
  • Deep functional knowledge of Oracle Financials, Supply Chain, and HCM modules.
  • Expertise in Oracle Integration Cloud (OIC), REST/SOAP services, and Azure Logic Apps/API Management.
  • Familiarity with SOX controls, TSA Pipeline Security guidelines, and utility industry regulatory requirements.
  • Excellent communication and stakeholder-alignment skills.

Physical Requirements

  • Able to operate a personal computer, either desktop or laptop.
