Senior Technical Writer - Senior Level
Location: Quantico, VA and Pentagon
Status: Contingent Hire_Full-Time_Hybrid
Clearance: Active Secret Clearance Required
Position Summary
Technical Writer-Senior provides senior-level writing, editing, research, and analytical support to Department of Defense and Marine Corps organizations. The position develops, reviews, and refines doctrine, strategy, policy, Concepts of Operations (CONOPS), Tactics, Techniques, and Procedures (TTPs), Marine Corps Orders (MCOs), NAVMC publications, reports, studies, analyses, and other senior-level documents.
The Technical Writer synthesizes complex information, operational experience, stakeholder input, and lessons learned into clear, concise, and actionable products that support senior leader decision-making, institutional policy, doctrine development, and operational effectiveness.
Required Qualifications
  • U.S. Citizen with an Active Secret security clearance and ability to obtain a CAC card. Valid U.S. passport required.
  • 8+ years of experience writing, editing, reviewing, and coordinating DoD or military strategy, policy, doctrine, or operational documents.
  • Experience supporting a DoD Service, Headquarters-level organization, or comparable senior military staff.
  • Demonstrated ability to develop or edit doctrine, CONOPS, TTPs, policies, directives, reports, studies, analyses, or similar authoritative documents.
  • Ability to research, analyze, and synthesize complex information from multiple sources into clear and concise written products.
  • Experience incorporating operational observations, stakeholder input, and lessons learned into doctrine, policy, or strategic documents.
  • Strong technical and strategic writing, editing, proofreading, research, and analytical skills.
  • Ability to coordinate with senior leaders, subject matter experts, action officers, and Government stakeholders.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Ability to manage multiple writing projects, staffing actions, deadlines, and document revisions.
  • Ability to travel as required.

Preferred Qualifications
  • Bachelor's or Master's degree in English, Communications, Journalism, Political Science, International Relations, Military Studies, Strategic Studies, or a related field.
  • Previous experience supporting the U.S. Marine Corps, Department of the Navy, Joint Staff, or other DoD Headquarters organization.
  • Familiarity with Marine Corps doctrine and publication processes.
  • Experience developing or revising MCOs, NAVMCs, CONOPS, TTPs, doctrine, strategy, and policy documents.
  • Knowledge of military planning, staffing, coordination, and publication processes.

Primary Duties
  • Research, draft, edit, review, and revise doctrine, strategy, policy, CONOPS, TTPs, MCOs, NAVMCs, and related publications.
  • Develop clear, concise, technically accurate, and professionally formatted reports, studies, analyses, briefings, and senior-leader products.
  • Analyze and synthesize lessons learned, operational observations, best practices, studies, and stakeholder input to support updates to doctrine, policy, and strategic guidance.
  • Translate complex technical, operational, and strategic concepts into clear written products for senior leaders and diverse audiences.
  • Coordinate document development and reviews with Government personnel, subject matter experts, action officers, and other stakeholders.
  • Incorporate comments, adjudicate recommended changes, and maintain document consistency throughout review and staffing cycles.
  • Research applicable policies, directives, doctrine, regulations, and authoritative references to support document development.
  • Ensure documents maintain consistent terminology, organization, style, formatting, and messaging.
  • Maintain document versions, supporting references, source materials, and administrative records throughout the development and approval process.
  • Support other strategic writing, technical writing, editing, research, and analytical requirements as assigned.
