What is policy planning?

Policy planning is the process of developing strategies, guidelines, and frameworks to address public or organizational issues through the creation and evaluation of policies. Professionals in this field analyze data, forecast trends, consult with stakeholders, and draft policy recommendations to help guide decision-making. The goal is to create effective, evidence-based policies that achieve desired outcomes and address societal or institutional challenges. Policy planners often work in government, non-profits, or large organizations and collaborate with various departments to ensure policies are practical and aligned with broader objectives.

What are the key skills and qualifications needed to thrive in policy planning?

To thrive in Policy Planning, you need strong analytical skills, a background in public administration or political science, and experience in policy research and development. Familiarity with data analysis tools, policy modeling software, and government databases is commonly required. Strategic thinking, effective communication, and collaboration are critical soft skills for engaging stakeholders and building consensus. These skills ensure the creation of effective, evidence-based policies that address complex societal issues.

What are some common challenges faced by professionals in policy planning roles, and how can they be addressed?

Professionals in policy planning often encounter challenges such as balancing diverse stakeholder interests, managing tight deadlines, and adapting to changing political or regulatory landscapes. To address these, effective communication and negotiation skills are essential for building consensus and navigating conflicting priorities. Additionally, staying organized and proactive in tracking legislative developments helps ensure that plans remain relevant and compliant. Collaboration with cross-functional teams such as legal, research, and communications is also crucial for creating well-rounded, actionable policies.

What is the difference between Policy Planning vs Policy Analysis?

Employer & Industry UsageUsed in government planning departments, policy development unitsCommon in policy research organizations, government offices, consulting

Policy Planning involves developing long-term strategies and frameworks for public policies, focusing on future goals and implementation plans. Policy Analysis, on the other hand, emphasizes evaluating existing policies, assessing their effectiveness, and providing data-driven recommendations. While both roles require similar educational backgrounds, Policy Planning is more strategic and forward-looking, whereas Policy Analysis is more research-oriented and evaluative.

Is policy planning a high paying job?

Policy planning jobs are generally considered mid- to high-level government or organizational roles, with salaries varying based on experience, location, and sector. Senior policy planners or those in government agencies often earn higher salaries, especially with advanced degrees and specialized skills. However, compensation can differ widely depending on the employer and geographic region.

Job description

At Netflix, our mission is to entertain the world. Together, we are writing the next episode - pushing the boundaries of storytelling, global fandom and making the unimaginable a reality. We are a dream team obsessed with the uncomfortable excitement of discovering what happens when you merge creativity, intuition and cutting-edge technology. Come be a part of what's next.
As the Commercial Planning Manager on the MP&O team, you will be responsible for the regional business planning and the orchestrator for critical commercial initiatives. This is a high-impact, individual contributor role designed for a strategic operator who can translate high-level vision into rigorous, executable market plans. You will also be organizing complex workstreams, aligning stakeholders, and ensuring our advertising business scales with a high-performance operating rhythm and data-backed decision-making.
Key Responsibilities
  • Lead the annual and in-year commercial planning cycles for UCAN Advertising.
  • Drive planning processes across all UCAN Ads teams (Sales, Account Management, Sales Solutions, Measurement, and MP&O).
  • Act as the coordinator and integrator of UCAN inputs into global product and policy planning, ensuring our regional priorities are clearly articulated, sequenced, and reflected in global roadmaps and long-range plans.
  • Develop recommendations for the commercial approach for key programs and drive consensus within the UCAN Leadership team.
  • Work closely with Sales Operations and Pricing to ensure learnings (forecast, pipeline, win/loss, deal performance) are fed into the weekly/monthly/quarterly and annual planning of the business.
  • Partner with internal cross functional teams to ensure our reporting and operations are operationally compliant.

Qualifications
  • 7+ years of experience in planning, sales operations or commercial enablement within a digital advertising environment.
  • Deep understanding of Direct Sales deal cycles and buying behaviors
  • Direct experience working with Programmatic advertising
  • Deep familiarity with the US advertising landscape, including agency and advertiser dynamics and the operational models required for digital media execution.
  • A strategic mindset with the ability to think big-picture while diving into granular details.
  • Experience with AI tooling (e.g. Claude), including custom skill development, workflow design, AI-assisted dashboarding, and prompt engineering.

Generally, our compensation structure consists solely of an annual salary; we do not have bonuses. You choose each year how much of your compensation you want in salary versus stock options. To determine your personal top of market compensation, we rely on market indicators and consider your specific job family, background, skills, and experience to determine your compensation in the market range. The range for this role is $220,000.00 - $350,000.00.
Netflix provides comprehensive benefits including Health Plans, Mental Health support, a 401(k) Retirement Plan with employer match, Stock Option Program, Disability Programs, Health Savings and Flexible Spending Accounts, Family-forming benefits, and Life and Serious Injury Benefits. We also offer paid leave of absence programs. Full-time hourly employees accrue 35 days annually for paid time off to be used for vacation, holidays, and sick paid time off. Full-time salaried employees are immediately entitled to flexible time off. See more details about our Benefits here.
Netflix is a unique culture and environment. Learn more here.
Inclusion is a Netflix value and we strive to host a meaningful interview experience for all candidates. If you want an accommodation/adjustment for a disability or any other reason during the hiring process, please send a request to your recruiting partner.
We are an equal-opportunity employer and celebrate diversity, recognizing that diversity builds stronger teams. We approach diversity and inclusion seriously and thoughtfully. We do not discriminate on the basis of race, religion, color, ancestry, national origin, caste, sex, sexual orientation, gender, gender identity or expression, age, disability, medical condition, pregnancy, genetic makeup, marital status, or military service.
