Summary
This Plumber position is located at Golden Gate National Recreation Area in San Franscisco, CA.

Duties
Help
At the full performance level (WG-09) the major duties of this position include, but are not limited to the following:
  1. Perform preventive maintenance to all plumbing and mechanical equipment and parts. Install, modify, and repair plumbing fixtures (bathtubs, showers, toilets, sinks, water fountains, and their associated hardware).
  2. Clean gravity type sewage drain lines, repairs or replaces potable water lines, and make connections and repairs to water mains and fire hydrants.
  3. Install, repair, and perform preventive maintenance to heating and cooling systems (including low pressure hot water and evaporative type coolers).
  4. Pack valve stems, service check valves, flanges, altitude valves, gauges, and all pumping equipment used in water systems.
  5. May perform minor carpentry in repairs related to the plumbing work such as replacing floor tiles, bath tiles, panels, etc., that might be required in the maintenance of facilities.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

  7. Ability to Use and Maintain Tools and Equipment

Your resume must show that you be able to perform the following duties under normal supervision:
  1. Make plumbing repairs that can be accomplished by removing, cleaning, replacing, packing and sealing defective parts of utility, supply and disposal systems such as dirty traps, sections of broken tile pipe, and leaky drains;
  2. Complete needed repairs and hook up to installed systems such things as water heaters, disposal units and faucets;
  3. Use basic mathematics (e.g., addition, subtraction, division, multiplication and simple fractions) to perform repairs; and
  4. Use basic tools and equipment such as tapes, rules, hacksaws, hand and power pipe threaders and cutters, packing and caulking irons and pipe wrenches.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education for experience for Wage Grade (WG) positions.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.
Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
Physical Demands: Incumbent makes repairs and installations from ladders, scaffolding, and platforms in hard-to-reach places. Often works in excavated holes in water and mud and is subjected to odors and irritants. The work typically performed requires considerable standing, stooping, ending, kneeling, climbing, and working in uncomfortable positions. Frequently lifts, carries, and sets up equipment that may exceed 50 pounds.
Working Conditions: Work is completed both inside and outside in dirty, greasy areas. May work in all types of weather conditions, including long periods of exposure to hot sun and bad weather, such as rain, snow and/or high winds. Incumbent is exposed to dirt, dust, spray and fumes; possible bites of poisonous and nonpoisonous insects; and broken bones, cuts, bruises, etc.
Telework: The National Park Service has determined that the duties of this position are not suitable for telework.
Probationary Period: This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
