Overview
Job Summary
Galapagos Federal Systems LLC is seeking a highly motivated and skilled Inside and Outside Plant (ISP/OSP) Engineer to support the design, engineering, configuration, and implementation of IT infrastructure solutions for U.S. Army and Department of Defense (DoD) facilities, with a primary focus on Redstone Arsenal operations.
The ISP/OSP Engineer will be responsible for designing, inspecting, and supporting the installation of telecommunications infrastructure systems that meet operational, technical, and security requirements for government communication projects. This role requires experience with structured cabling, fiber optic and copper distribution systems, telecommunications pathways, and network infrastructure integration within secure federal environments.
The ideal candidate will possess hands-on experience with ISP/OSP telecommunications systems and ensure all infrastructure installations comply with Government standards, TIA/EIA standards, Unified Facilities Criteria (UFC), and other applicable federal and DoD regulations. The candidate will collaborate with government stakeholders, engineers, construction teams, and project managers to deliver secure, compliant, and mission-focused infrastructure solutions.
Key Responsibilities
The ISP/OSP Engineer will:
  • Develop and validate technical specifications, network schematics, and infrastructure design packages for projects including MCA, UMMCA, Sustainment SRM, JOC, minor construction, and renovation efforts.
  • Provide technical oversight for structured cabling systems, telecommunications spaces, equipment room layouts, and high-density rack deployments.
  • Manage ISP/OSP construction projects from initiation through closeout, including scheduling, coordination, quality assurance, and risk mitigation.
  • Coordinate with project managers, IT engineers, contractors, government representatives, and program stakeholders to resolve design conflicts and implementation challenges.
  • Conduct comprehensive site surveys and field assessments to verify existing infrastructure, identify construction constraints, and validate installation compliance with government standards.
  • Review and approve infrastructure drawings, floor plans, technical submittal, and as-built documentation for accuracy and compliance.
  • Develop Statements of Work (SOW), Performance Work Statements (PWS), and technical specifications for acquisition and infrastructure support packages.
  • Maintain and update installation of telecommunications and network infrastructure standards in accordance with Army guidance and industry best practices.
  • Collaborate with IMCOM, USAG, DPW, USACE, and commercial entities to support infrastructure modernization and operational requirements.
  • Support data calls and ensure infrastructure solutions remain secure, scalable, standardized, and aligned with Central Region Army network operations.
  • Ensure all ISP/OSP infrastructure installations comply with applicable Government, UFC, TIA/EIA, NEC, and DoD standards and regulations

Requirements
Skills and Experience
The ISP/OSP Engineer must have:
  • Active Secret clearance
  • 5+ years of experience in ISP/OSP engineering, telecommunications infrastructure, or low-voltage construction projects
  • Experience designing IT telecommunications and low-voltage infrastructure systems in accordance with ANSI/TIA standards, UFC 03-580-01, NFPA 70 (NEC), MIL-HDBK guidance, and Outside Plant Planning criteria
  • Hands-on experience designing and supporting aerial systems, underground duct banks, cable management systems (CMH), and structured cabling infrastructure
  • Experience installing and supporting ISP/OSP infrastructure, DEMARC/Entrance Facilities, Telecommunications Rooms and Data Centers, Fiber Optic Fusion Splicing and OTDR Testing, LAN/WAN infrastructure, VoIP systems, CCTV systems, and Aerial copper and fiber cabling
  • Working knowledge of UFC 3-580-01 (2024), NEC 70, TIA/EIA standards, ICD/ICS 705 Technical Specifications, CNSSAM TEMPEST/1-13 (RED/BLACK), and BICSI telecommunications standards
  • Expertise in grounding, bonding, telecommunications pathways and spaces, and separation requirements within secure facilities
  • Ability to test, troubleshoot, and analyze fiber optic cabling, including dB loss calculations, loss budgets, and OTDR interpretation
  • Experience developing and maintaining technical documentation, ISP/OSP as-built drawings, butterfly drawings for CMH infrastructure, rack elevations, cable manifests, and single-line diagrams
  • Strong project management, organizational, analytical, and problem-solving skills
  • Excellent verbal and written communication skills with the ability to work effectively with contractors, engineers, government agencies, and regulatory authorities
  • Preferred proficiency with Microsoft Word, Excel, and PowerPoint, Microsoft Visio, Bluebeam, MicroStation (CAD), ISCE, CAIRS, RFI tracking systems, and SOW/PWS development processes

Education and Certifications
The ISP/OSP Engineer must meet the following:

  • Bachelors Degree desired or relevant work experience may be substituted for degree
  • BICSI: Telecommunications & Structured Cabling Systems (or equivalent training with demonstrated BICSI level experience)
  • RCDD (Registered Communications Distribution Designer) or assistant RCDD designer
  • OSHA Training
  • Confined Space Training
  • DoD 8570.01 IAT Level II certification (e.g., CompTIA Security+)

Security Clearance
A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
Physical Requirements
Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
