GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a dynamic Engineering Manager to lead its innovative Photogrammetry & Surveys Section. This critical leadership role oversees the Photogrammetry Unit responsible for mapping & terrain compilation, map editing, point clouds and ortho creation; as well as the Surveys Unit which is responsible for the collection, processing, and mapping of GPS, surveying, and LiDAR data. Together, these teams deliver the precise survey and mapping solutions that support WYDOT's mission to provide a safe, efficient, and high-quality transportation system across Wyoming. If you're passionate about geospatial technology, strategic leadership, and making a lasting impact on statewide infrastructure, this is an opportunity to shape the future of transportation in Wyoming.
Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Directly supervises, mentors, and manages a team of engineers, surveyors, and engineering technicians for the Photogrammetry and the Surveys Section of the Highway Development Program
  • Obtains permits to survey for the projects needing surveys in WYDOT's State Transportation Improvement Program
  • Collaborates with the Project Delivery, Project Development, Bridge, Geology, Districts, and other programs to prioritize workload of field and mapping crews
  • Executes and manages consultant contracts as necessary to meet goals
  • Monitors progress of the crews and assist them with issues and problems
  • Attends PCS meetings for the review of projects under design within each District and reports on the status of individual projects
  • Writes various reports and gives presentations
  • Attends project meetings, reconnaissance inspections, scoping meetings, and other onsite meetings as necessary statewide
  • Prepares and executes annual budget for Photogrammetry & Surveys
  • Coordinates with other programs and districts to address issues and improves efficiency
  • Monitors preliminary engineering expenditures on projects
  • Holds monthly crew meetings
  • Conducts and coordinates annual training for crews
  • Assists with informational requests from executive staff and legislature
  • Attends periodic workshops and training to increase skills and knowledge

Qualifications
PREFERENCES:
Preference will be given to candidates with experience in surveying and mapping related to road construction projects. Bachelor's Degree in Engineering, Plus 4-6 years of progressive work experience in engineering with acquired knowledge at the level of a principal engineer.
KNOWLEDGE:
  • Knowledge of WYDOT's policies and procedures
  • Knowledge of WYDOT's plan development process
  • Knowledge of the Standard Specifications for Road & Bridge Construction
  • Knowledge of the WYDOT Survey Manual and Data Collection Manual
  • Knowledge of federal and state rules and policies governing highway design and operations
  • Ability to deal with difficult people and situations
  • Must have strong communication skills
  • Ability to build and maintain good relationships

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
4-6 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Staff Engineer
Certificates, Licenses, Registrations:
Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
