Overview The Community Services Officer works within the Community Development Department under the general supervision of the Community Development Director and coordinates closely with the City's Building, Zoning, and Police Departments. This position conducts inspections and investigations to ensure compliance with city nuisance, zoning, building, and other applicable municipal codes. The officer is responsible for enforcing city ordinances and issuing notices or citations when violations occur.
The role also involves responding to public inquiries and complaints, conducting field investigations to assess compliance with city regulations related to quality-of-life concerns, and documenting findings through detailed reports. The Community Services Officer must communicate effectively and use de-escalation techniques when handling challenging situations. Work is performed independently in the field and requires sound judgment, discretion, and diplomacy when making decisions.

Examples of Duties Patrols the City for code violations with a focus on nuisance, zoning, and building code issues. Coordinates with City building inspectors and planners on compliance issues related to the City's zoning, building permitting, construction staging, and property maintenance requirements. Establishes relationships and communicates effectively with residents and business owners, and demonstrates effective communication skills while working with the public on problem-solving and mediation.
Investigates code violations and prepares reports, and resolves the complaint by taking appropriate action. Utilizes City's building and planning software, police software, and GIS programs to compile data, make reports, and track ongoing code enforcement cases. Researches records related to property ownerships, building permits, and zoning approvals.
Prepares correspondence notifying the owner of the violation, and requests resolution under the terms of the ordinance, and follows up to ensure compliance. Conducts inspections of the exterior and interior of residential and non-residential buildings. Meets with, advises, educates, and guides property owners, business owners, tenants, and other parties and otherwise provides highly accurate and reliable information regarding the City's codes and appropriate ways and means to resolve violations and to maintain properties in compliance.
Provides information and resources by attending HOA, neighborhood meetings, and other outreach events; attendance may be required after normal business hours, weekends, and/or holidays. Performs case management of all assigned code enforcement cases, including all correspondence, photo documents, citations, violations, legal notices, and affidavits. Creates compliance programs in coordination with other departments and divisions.
Documents cases for preparation and presentation at municipal courts or administrative actions. Prepares and introduces evidence in court to support the City's position with regard to the resolution of code violations. Ability to work collaboratively with other City Departments.
Coordinate with the City's other Code Enforcement Officer in the Police Department to provide support as needed. This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization. ESSENTIAL SUPERVISORY DUTIES: None OTHER DUTIES AND RESPONSIBILITIES: Regular and predictable attendance required.
Other duties as assigned. General Qualifications High school diploma or general education diploma (GED). One (1) year progressive code enforcement experience.
Two (2) years' experience working in a position requiring high public contact. Outstanding customer service skills required and ability to de-escalate conflicts. Knowledge of City codes, ordinances, laws, and regulations pertaining to nuisance abatement, animals, parking control, and building zoning is preferred A certification from the Colorado Association of Code Enforcement Officials is preferred, or the ability to obtain in the first year Or equivalent combination of education and experience may be considered Additional Information KNOWLEDGE OF THESE AREAS IS PREFERRED: City code of ordinances or the ability to learn quickly.
Geography of the City of Louisville. Laws and regulations governing the licensing, quarantine, impounding, and control of animals. Computers and related software programs.
SKILL IN: Interpreting and applying municipal codes to field problems and situations in a fair and impartial manner. Use of equipment to include: operating a code enforcement vehicle, defensive weapons, photography equipment, emergency equipment, fire extinguishers, and radio communications equipment. Drives city vehicle under normal and potentially hazardous conditions. The majority of the shift is performed in the vehicle. ABILITY TO: Interpret, explain, and enforce the municipal codes with firmness and tact.
Handle complaints in a courteous and efficient manner. Work independently and to make sound decisions based on well-established procedures and municipal regulations. Communicate clearly, both orally and in writing.
Administer first aid. Assist with traffic control duties. Walk one mile at a three-mile-per-hour pace.
Walk, non-stop up and down four flights of stairs. Work nights, shifts, holidays, and weekends.
