Colorado Network Staffing (CNS) is seeking an experienced Construction Inspector (CI / Civil Construction Inspector) to support federal construction projects involving civil infrastructure, water systems, pipelines, power generation facilities, mechanical systems, coatings, roofing, concrete, and related construction activities.
The Construction Inspector will serve as the on-site representative responsible for observing and inspecting construction activities to verify compliance with project plans, specifications, contract documents, approved submittals, applicable standards, and safety requirements. This position will monitor contractor progress and safety compliance, document construction activities through detailed reports and photographs, review installed quantities, and communicate project developments and non-compliance issues to project management and government representatives.
Experience supporting federal construction projects, civil infrastructure, water conveyance systems, mechanical systems, power generation facilities, coatings, concrete construction, or similar industrial projects is strongly preferred.
Be present on-site during construction activities to observe and inspect contractor work for compliance with plans, specifications, contract documents, approved submittals, and applicable construction standards.
Become thoroughly familiar with project drawings, specifications, referenced standards, contract requirements, and approved submittals.
Serve as the client's on-site observer while recognizing that the Construction Inspector does not have contractual authority to direct the construction contractor's performance of the work.
Inspect materials, equipment, installation methods, workmanship, and completed construction activities.
Review contractor daily reports, submittals, test results, and other construction documentation for accuracy and completeness.
Participate in preparatory, initial, and follow-up quality control meetings for definable features of work when required.
Monitor installed construction quantities and document quantities for progress payment purposes.
Identify unacceptable materials, workmanship, testing results, or other construction deficiencies and promptly communicate findings to appropriate project representatives.
Inspect civil construction activities including excavation, grading, concrete placement, reinforcement, forming, backfill, structural work, and related site improvements.
Inspect pipeline construction and installation involving steel, HDPE, PVC, ductile iron, and related piping systems.
Monitor pipeline excavation, embedment, backfill, pressure testing, valves, appurtenances, cathodic protection, coatings, linings, and welding activities.
Inspect mechanical work including valves, hydraulic tubing and piping, pumps, equipment, gate systems, and associated components.
Support inspection of power generation and industrial facility construction, rehabilitation, and equipment replacement activities when required.
Monitor metal fabrication, welding, structural modifications, guardrails, platforms, ladders, piping supports, and related construction activities.
Inspect coating surface preparation, coating removal, application, repairs, and associated quality requirements.
Support inspection of roofing systems, including PVC adhered roof membrane installations, when applicable to assigned projects.
Monitor concrete materials, testing, reinforcement details, placement, and curing activities.
Prepare detailed daily construction inspection reports documenting contractor activities, personnel, equipment, installed quantities, progress, discussions, deficiencies, and safety concerns.
Prepare weekly and monthly reports as required by the project.
Maintain accurate photographic documentation of construction activities.
Capture, organize, rename, caption, and incorporate construction photographs into project reports.
Document significant discussions with construction contractor personnel and project representatives.
Maintain records of construction progress, testing, inspections, deficiencies, corrective actions, and resolution of issues.
Immediately communicate significant safety or construction non-compliance issues and prepare written documentation within required project timeframes.
Maintain weekly journal and timesheet documentation describing hours worked, activities performed, project interactions, and travel when required.
Monitor contractor work practices for compliance with the construction contract, contractor Health and Safety Plan, applicable federal safety standards, and OSHA requirements.
Attend and document contractor safety meetings.
Review contractor-prepared Job Hazard Analyses (JHAs).
Monitor compliance with fall protection, confined space entry, Hazardous Energy Control Program requirements, Lock-Out/Tag-Out procedures, Personal Protective Equipment requirements, and other project-specific safety procedures.
Immediately report unsafe conditions or activities to the appropriate project representative.
Comply with all project-specific health, safety, environmental, and facility requirements.
Maintain regular communication with the Project Manager, Contracting Officer's Representative (COR), Construction Contracting Officer's Representative (CCOR), and other designated project representatives.
Provide timely updates regarding contractor progress, schedule changes, testing and inspection results, safety concerns, non-compliance issues, and unusual or unforeseen field conditions.
Participate in weekly construction coordination calls and project meetings as required.
Coordinate professionally with contractors, subcontractors, engineers, inspectors, government personnel, and other project stakeholders.
Monitor contractor schedules and provide written updates regarding construction progress.
Maintain professional and objective communication while providing inspection observations and recommendations.
Minimum of four (4) to five (5) years of relevant construction inspection experience, depending on project requirements.
Demonstrated construction inspection experience within the previous five years.
Ability to read and interpret construction drawings, specifications, contract documents, approved submittals, and applicable construction standards.
Experience inspecting civil, industrial, infrastructure, mechanical, or federal construction projects.
Knowledge of construction safety standards and OSHA construction requirements.
Strong verbal and written communication skills with the ability to prepare detailed professional construction reports.
Proficiency with Microsoft Office, including Word, Excel, Outlook, and related applications.
Ability to effectively use digital cameras and manage photographic documentation.
Ability to work independently, manage time efficiently, maintain project schedules, and communicate effectively with project stakeholders.
Valid driver's license with an acceptable driving record.
Ability to successfully complete required background investigations and project-specific access requirements.
Federal government construction inspection experience.
Bachelor's degree in Construction Management, Engineering, or a related field.
OSHA 30-Hour Construction certification.
Current CPR/AED and First Aid certification.
NACE/AMPP Coating Inspection Program (CIP) Level 2 certification for projects involving industrial coatings.
Experience inspecting water supply pipelines, pumping facilities, reservoirs, or water infrastructure.
Experience with concrete materials, testing, reinforcement, forming, placement, and inspection.
Experience with coating surface preparation and application.
Experience with welding inspection and mechanical systems.
Experience inspecting hydraulic turbines, hydro-generators, power generation equipment, or industrial mechanical systems.

This position primarily works at active federal construction, reservoir, pipeline, pumping plant, power generation, and other infrastructure project sites. Work may be performed in remote locations and may involve exposure to moving mechanical equipment, construction machinery, confined spaces, excavations, elevated work areas, dust, noise, heat, cold, humidity, and other outdoor weather conditions.
The position will also perform office-based duties associated with preparing reports, reviewing construction documentation, organizing photographs, and communicating with project personnel.
