Job Purpose:

We are seeking an experienced and hands-on Human Resources Manager (PEZA experience required) to lead HR operations for our Philippines organization. This role will be responsible for overseeing the full spectrum of human resources functions, including employee relations, performance management, compensation and benefits administration, labor compliance, organizational development, and HR operations. Will manage a growing team.

The ideal candidate will bring strong knowledge of Philippine labor law, proven experience supporting a PEZA-registered entity or operations within a PEZA zone, and the ability to partner closely with local leadership to build a high-performing, compliant, and employee-centered organization. This role requires a practical HR leader who can balance strategic support with day-to-day execution in a fast-paced business environment.
 

Key Responsibilities and Duties:

HR Leadership & Business Partnership

  • Serve as the primary HR leader for the Philippines organization, providing guidance to managers and employees on HR policies, processes, and people matters.
  • Partner with business leaders to align HR strategies and programs with organizational goals, workforce needs, and business growth plans.
  • Support leadership in organizational design, workforce planning, succession planning, and change management initiatives.
  • Build and maintain a positive employee culture grounded in accountability, engagement, and operational excellence.
  • Will manage a growing team.
     

Employee Relations & Labor Compliance

  • Provide expert guidance on employee relations matters, including performance issues, disciplinary actions, investigations, grievances, attendance concerns, and workplace conflicts.
  • Ensure compliance with the Philippine Labor Code, DOLE regulations, statutory reporting, and all other local employment requirements.
  • Lead and support investigations involving employee complaints, misconduct, policy violations, and workplace concerns, ensuring appropriate documentation and resolution.
  • Advise management on corrective action, performance improvement plans, terminations, redundancies, and other sensitive employment actions in compliance with local law and company policy.
  • Maintain and update employee handbooks, code of conduct, HR policies, and internal procedures to ensure compliance and consistency.
     

PEZA & Government Compliance

  • Support HR-related compliance requirements for a PEZA-registered entity, including policies, practices, and documentation aligned with PEZA operating requirements.
  • Partner with Legal, Finance, Operations, and site leadership to support audits, registrations, renewals, reporting obligations, and employee-related documentation associated with PEZA operations.
  • Ensure timely and accurate compliance with government-mandated benefits, statutory contributions, and reporting requirements, including but not limited to SSS, PhilHealth, Pag-IBIG, BIR, and DOLE.
  • Monitor changes in Philippine employment regulations, PEZA requirements, and other relevant government directives, and recommend updates to company practices as needed.
     

Performance Management, Learning & Development

  • Manage performance review processes and support managers in goal setting, feedback, coaching, and development planning.
  • Identify training and development needs across the organization and implement learning programs that support employee growth, leadership capability, and compliance requirements.
  • Coach managers on people leadership, employee engagement, and effective performance management practices.
     

Compensation, Benefits & HR Operations

  • Administer compensation and benefits programs in alignment with market practices, internal equity, and company philosophy.
  • Oversee payroll inputs and partner with internal or external payroll providers to ensure accurate and timely payroll processing.
  • Manage employee records, HRIS data, personnel files, and HR reporting to ensure accuracy, confidentiality, and compliance.
  • Develop and track HR metrics and reporting related to headcount, attrition, hiring, employee relations, engagement, and other workforce trends.
  • Recommend and implement improvements to HR processes, systems, controls, and employee support programs.

Required Qualifications

  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field.
  • 7+ years of progressive HR experience, including experience in an HR Manager or senior HR generalist/business partner role.
  • Direct experience supporting a PEZA-registered company, export manufacturing site, or operations located in a PEZA zone is strongly preferred / required.
  • Strong working knowledge of Philippine labor laws, employee relations practices, and statutory compliance requirements.
  • Experience handling a broad range of HR matters, including recruitment, employee relations, performance management, policy administration, investigations, and compliance.
  • Demonstrated experience supporting HR operations in a fast-paced environment such as manufacturing, semiconductor, electronics, shared services, or other growth-oriented businesses is preferred.
  • Strong understanding of statutory benefits and government compliance requirements, including SSS, PhilHealth, Pag-IBIG, BIR, DOLE, and related reporting obligations.
  • Excellent judgment, discretion, and ability to handle sensitive and confidential matters.
  • Strong interpersonal, communication, and influencing skills, with the ability to work effectively across all levels of the organization.
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities with a high degree of accountability.
  • Proficiency in Microsoft Office and HRIS/payroll systems.
     

Preferred Experience

  • Experience supporting a multinational, growth-stage, or matrixed organization.
  • Experience in a manufacturing, semiconductor, electronics, industrial, or export-oriented business environment.
  • Experience leading HR compliance activities related to audits, labor inspections, and government agency requirements.
  • Strong English communication skills, both written and verbal.
