Job description

GST, LLC. is seeking an Education Program Evaluation Specialist (IV) will support the NOAA Education Council / Inter- and Intra-Agency Education Coordination. This person will lead monitoring and evaluation efforts for the NOAA Education Council, representing 16 Line Offices across NOAA.

**This position is contingent upon contract being awarded**

Primary Duties:

• Leads the development, implementation, and customization of a database solution for collecting, accessing, and reporting performance data for education programs across the Agency.
• Provides expert advice and guidance to NOAA education programs on performance-base management practices.  
• Develops material and guidance in the conduct of education operation (electronic media, and distant learning technologies).
• Represents NOAA and DOC in inter-agency STEM efforts pertaining to evaluation and assessment of NOAA's education programs.

Required Education/Experience/Skills:

PhD in Education Evaluation or a related degree (a non-related degree with substantial work experience in Education Evaluation may substitute)

• 8-10 years of experience in conducting evaluations of education programs; planning and implementing evaluation systems for large organizations or agencies; and with the development of logic models for education programming. 
• Experience with portfolio analysis of diverse education program offerings including grants, educator professional development and training, and educational outreach programs; with implementing best practices in evaluation of formal and informal science education; and with design and implementation of various evaluation methodologies and survey techniques in formal and informal science education settings. 
• Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques.

Salary at GST is determined by various factors, including but not limited to location, the individual's combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $120,000 to $140,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of the GST total compensation package for employees.
