Job description

Senior Manager, Digital Products - Housing & Community Development

ICF is seeking a Senior Manager to own and grow the digital products we build for the U.S. Department of Housing and Urban Development (HUD). Our team has supported HUD for years through the award-winning HUD Exchange, and we are now building a new generation of products that help HUD grantees and the communities they serve access program knowledge and get their work done.

This is a builder's role in a fast-paced, rapidly changing environment. You'll own the day-to-day delivery of our Digital Products portfolio and grow into owning it end-to-end. Your focus is on building and leading a team that turns concepts and prototypes into finished, production-quality tools that deploy into a federal environment and become indispensable for the federal housing field.

What you'll be doing
  • Owning digital product delivery. Drive day-to-day execution across multiple concurrent projects including scoping and prioritizing work, coordinating SME and client contributors, removing team blockers, owning timelines and deliverables, and communicating progress with clients and leadership, with increasing ownership over what the team commits to and ships.
  • Building and leading the team. Define the roles our growing Digital Products portfolio requires, then recruit, onboard, and mentor team members, actively overseeing their professional development. Onboard staff into AI-assisted workflows and keep improving those workflows as the team grows.
  • Turning ideas into shipped tools. Dig in to understand complex problem spaces and develop solutions, product concepts, and prototypes that solve for them. Translate product concepts and prototypes into clear, buildable plans and requirements, and ensure tools are built to vision. Own quality control, including subject-matter-expert and user testing, accuracy, and compliance, so products are ready for federal use.
  • Shepherding products into the federal environment. Guide new tools through the reviews and approvals required to go live for federal use, including security, accessibility, and technical readiness, and coordinate with the platform, infrastructure, and government partners whose systems and sign-off the work depends on.
  • Managing budgets, resourcing, and deliverables. Own project budgets and financial management across the portfolio, ensuring accurate, timely, and cost-efficient completion of what's committed.
Required Qualifications
  • Bachelor's degree or equivalent work experience.
  • Minimum 10 years of experience in project or product delivery, program management, or client management, including managing teams, budgets, and client deliverables.
  • Minimum 5 years supporting HUD, including knowledge of HUD programs and experience supporting federal technical assistance.
  • Minimum 5 years experience managing the delivery of digital products or tools from concept through launch.
  • Willingness to travel on occasion.
Highly Desired
  • Experience standing up or scaling a delivery team.
  • Familiarity with modern development workflows.
  • Demonstrated willingness to work in an AI-assisted delivery model, including using AI tools directly in your own work.
  • Experience with federal contract financial management.
