The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. With a staff of about 240 employees, DPS's five (5) divisions include: commercial building construction; customer support and outreach; land development; residential construction and fire code compliance; and zoning and code compliance. WHO WE ARE LOOKING FOR
The Department is seeking a to join the Division of Customer Support & Outreach. This position facilitates and administers the issuance of various permits and licenses. This individual must be able to deliver professional-quality service to our customers, who are homeowners, business owners, contractors, architects, engineers, and other professionals from diverse backgrounds, or whose primary language is not English.
This position may be underfilled as a , Grade 17, or Grade 15. Once the employee is at full performance and meets the minimum requirements of the position, they are eligible for a non-competitive promotion through the series to the , Grade 19.
What You'll Be Doing
This is advanced paraprofessional work that facilitates the building permit, construction inspection, and land-use regulation processes through direct interaction with the public and construction/development professionals.
This work includes coordination, problem-solving, legal/procedural clarification, research, and information gathering. Through customer interactions, the employee determines the customer's needs and the types of services required, advises on procedural and legal considerations, performs sub-professional work to expedite regulatory approvals, and follows up to ensure service delivery.
Duties include, but are not limited to:
  • Review and process various types of permits, licenses, and applications.
  • Correctly assess fees. Ensure fees and bonds are properly collected, and all applicable codes, regulations, procedures, and policies are followed.
  • Provide high-level customer and concierge service to applicants.
  • Assisting in-person customers while working at the DPS front desk.
  • Answer phones in a call center-type environment to assist customers.
  • Monitor high-profile, complex projects by serving as a liaison between customers and DPS, and maintain project records through permit issuance and final inspections.
  • Respond to records and information requests; search and provide the permit and construction records.
  • Other duties as related to the position.

This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.
This position is designated as one that requires filing a Financial Disclosure Statement.
Telework: This position may be eligible for limited hybrid telework once the initial training and probationary period have been satisfactorily completed.
Minimum Qualifications
Permit Technician-I, Grade 15:
Experience: Two (2) years of experience working with clients to provide them with assistance in a setting that involves time constraints, financial risks, emotional intensity, and a substantial body of laws and procedures that govern the provision of services.
Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may be substituted.
Permit Technician-II, Grade 17:
Experience: Three (3) years of experience in client advocacy work in a regulatory environment, at least two years of which must have been in a land use or building permit setting.
Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may be substituted.
Training and Certifications: The Department of Permitting Services maintains a listing of current Department-required training/certifications required of employees classified at this level.
Permit Technician-III, Grade 19:
Experience: Five (5) years of experience in client advocacy work in a regulatory environment, at least two years of which must have been in a land use or building permit setting.
Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may be substituted.
Training & Certifications: The Department of Permitting Services maintains a listing of current Department-required training/certifications required of employees classified at this level.
ALL LEVELS:
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.
PROBATIONARY PERIOD: Individuals appointed or promoted to a position in this class will be required to serve a probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.
Medical Examination and Drug Test: Requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.
Preferred Criteria, Interview Preferences

Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:
  1. Providing customer service, including responding to inquiries in person, over the phone, and via email.
  2. Communicating effectively both orally and in writing with a diverse group of internal and external customers.
  3. Using multiple computer applications to complete daily tasks.
  4. Working effectively in a team environment and collaborating with others.
  5. Applying internal template procedures or processes to achieve successful project outcomes.
