Project Summary:
The anticipated high-level tasks within this professional service effort are: Program and Project Management, Planning, Strategy, Partner Nation Engagement, Strategic and Operational Analysis, Logistics, Security Cooperation, Exercises and Assessments, and Data/Knowledge Management.

Position Summary:
This position supports partner nation assessments and monitoring plan-related efforts, which includes contributing to research and technical writing, supporting client/partner relations, providing technical support to team members, and representing the company at professional meetings and workshops.
Responsibilities:
  • Serves as a advisor in the development and implementation of security cooperation programs and activities by working across the Department and with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.
  • Leads and supports development of AM&E products to support management of security cooperation programs.
  • Supports OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives and provides interagency coordination in the field.
  • Keeps abreast of new policies, procedures, regulations, directives, and recommend changes to the agency.
  • Conducts specific technical assignments related to partner nation assessments and monitoring plans.
  • Design templates and tools to lead or support on data collection and analysis.
  • Facilitate monitoring plan development sessions.

Qualifications:
  • Bachelor's Degree international development, a social science or other AM&E related field required. M.A. preferred.
  • Five (5) experience in Security Cooperation, AM&E, or other related experience is required for the position.
  • Personnel should have experience conducting AM&E in at least one of the following functional areas:

o Security Cooperation Strategy/Policy,
o Institutional Capacity Building,
o Logistics,
o Human Resource Management,
o Resource Management, or
o Protection Of Civilians/SSR/Civil Sector/Human Rights.
  • Expertise providing technical assistance to foreign assistance implementing partners to develop AM&E plans and developing and/or conducting AM&E training.
  • Experience developing surveys and other data collection instruments, supervising data collection, analyzing data and writing up AM&E reports.
  • Experience in developing data collection plans, objective trees, theories of change, assessment plans, and performance monitoring plans.
  • Experience in presenting findings, and recommendations to senior leadership and stakeholders.
  • Ability to develop and maintain relationships with key organizations, working groups, and professionals in the SC AM&E sector.
  • Active Secret security clearance.
  • English fluency is required, Spanish fluency is preferred.
