Job Description:

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1. At a minimum three years working with a violent death reporting system, preferred. Experience working in public health programming, preferred.
5.2. At a minimum one year working with Law Enforcement, preferred.
5.3. At a minimum Bachelor's Degree, required. Master's degree, preferred. May substitute formal education with at least one related technical certification (e.g. Medical Coding, State Officer Certification Exam, etc.) and years of work experience as outlined in 5.1-5.2.
5.4. Working knowledge and understanding of law enforcement agencies, systems, and stakeholders in Florida, preferred. Understanding of medicolegal death investigations and documents, preferred.
5.5. Must possess capacity to effectively prioritize work, meet project deadlines, plan, organize, and coordinate assignments.
5.6. Data Abstraction: Must have the ability to perform data entry from a variety of violent death data sources with a high degree of accuracy.
5.7. Communication and Collaboration: Effective communication skills, including the ability to present complex information clearly and engage with stakeholders.
DELIVERABLES:
Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
6.2.1. Monthly: Provision of Law Enforcement Liaison/ Data Abstractor Staffing for Florida Violent Death Reporting System in the time and manner specified in Tasks 6.1.2 through 6.1.9.
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
6.1.2. At the direction of the Department, complete database registration and identity proofing processes within five business days of the Department-initiated database access request.
6.1.3. At the direction of the Department, abstract, edit, and enter violent death case information into the National Violent Death Reporting System (NVDRS) web-based data collection system, with a narrative and marking circumstances when applicable, maintaining 95% accuracy in data quality.
6.1.4. At the direction of the Department, assist program staff in maintaining real-time tracking sheets to document abstracted records. Ensure the Law Enforcement Liaison/Data Abstractor abstracts an average of at least 12 cases per week.
6.1.5. At the direction of the Department, ensure each FLVDRS Data Abstractor participates in monthly Centers for Disease Control and Prevention (CDC) NVDRS workgroup calls to receive any necessary feedback or technical assistance on coding and case abstraction. Take notes during the call and submit a brief summary of notes to the Department Program Manager by close of business on the day of the call.
6.1.6. At the direction of the Department, attend and actively participate in staff meetings via Teams every other week.
6.1.7. At the direction of the Department, conduct outreach with law enforcement agencies and related organizations in order to increase partnership building and to facilitate data sharing and dissemination.
6.1.9. Meet with the Department Program Manager weekly to discuss and refine the program's law enforcement engagement strategy.
