Primary Services is excited to announce the role of Payroll Manager for its client, a large-scale organization with a multi-state workforce and highly structured payroll operations. This position offers the opportunity to oversee end-to-end payroll processing within a high-volume environment, ensuring compliance with federal, state, and local regulations while supporting internal accounting and finance functions. The Payroll Manager will manage payroll systems, audit processes, and reporting functions while collaborating across departments to ensure accuracy, consistency, and adherence to established financial controls.


Responsibilities

  • Manage full-cycle payroll processing for a high-volume, multi-state employee population.
  • Ensure compliance with federal, state, and local tax regulations and reporting requirements.
  • Oversee payroll audits, reconciliations, and internal control procedures in alignment with SOX standards.
  • Administer payroll systems configuration, updates, and data integrity within enterprise platforms.
  • Review and process wage adjustments, overtime calculations, garnishments, and deductions.
  • Coordinate payroll inputs from timekeeping systems, HR data, and benefits administration feeds.
  • Prepare payroll reports, labor cost summaries, and financial documentation for leadership review.
  • Support external and internal audit requests related to payroll and compensation data.
  • Resolve complex payroll discrepancies and ensure timely correction of payroll issues.
  • Collaborate with accounting and finance teams on general ledger reconciliation and reporting alignment.


Qualifications

  • Bachelorโ€™s degree in Accounting, Finance, Human Resources, or related field preferred.
  • 7+ years of progressive payroll experience in a high-volume or manufacturing environment.
  • Strong knowledge of multi-state payroll tax laws and regulatory compliance requirements.
  • Experience with enterprise payroll systems such as ADP, SAP, or similar ERP platforms.
  • CPP (Certified Payroll Professional) certification preferred.
  • Advanced proficiency in Microsoft Excel, including pivot tables and complex formulas.
  • Demonstrated experience managing payroll for large, distributed workforces.
  • Strong understanding of payroll accounting principles and general ledger processes.
  • Experience supporting audits and maintaining SOX-compliant payroll controls.
  • Familiarity with time and attendance systems integrated into payroll processing workflows.
