Job Summary:


B&A is seeking a SAP SuccessFactors EC Payroll – Senior Functional Consultant to support a federal government client operating within a classified environment. This role is responsible for the configuration, maintenance, and continuous improvement of SAP SuccessFactors Employee Central Payroll (EC Payroll) to ensure accurate, compliant, and timely payroll processing across the enterprise. The ideal candidate brings deep functional expertise in SAP payroll configuration – including payroll schemas, rules, wage types, and tax processing – and a demonstrated ability to deliver payroll solutions that meet the stringent compliance and security requirements of a federal operating environment.


Responsibilities:

  • Lead the configuration, testing, and sustainment of SAP SuccessFactors Employee Central Payroll including payroll schemas, calculation rules, wage types, pay scales, and off-cycle processing
  • Analyze and translate federal payroll policy requirements – including pay regulations, leave accruals, tax withholding, and garnishments – into functional design specifications and system configuration
  • Manage end-to-end payroll processing cycles including pre-payroll validation, parallel runs, posting to Finance (FI), and post-payroll auditing
  • Configure and maintain payroll integration touchpoints between EC Payroll and SAP SuccessFactors Employee Central, Benefits, and Time Management modules
  • Support tax configuration and compliance activities including BSI TaxFactory updates, W-2 processing, and year-end payroll closing procedures
  • Collaborate with HR, Finance, and technical teams to troubleshoot payroll discrepancies, retroactive processing issues, and off-cycle adjustments
  • Conduct configuration workshops, requirements-gathering sessions, and user acceptance testing (UAT) with federal client payroll and HR personnel
  • Develop and maintain functional design documents, payroll configuration workbooks, test scripts, and end-user training materials
  • Serve as a subject matter expert (SME) on SAP EC Payroll best practices, advising on system enhancements and release update impacts
  • Ensure payroll operations remain compliant with federal pay regulations, data privacy requirements, and security protocols applicable to the classified operating environment

Education and Experience:

  • Minimum of eight (8) years of experience in SAP Payroll configuration and implementation, including experience with SAP SuccessFactors EC Payroll or SAP HCM Payroll (PY)
  • Minimum of five (5) years of experience supporting federal government clients or operating within regulated or classified environments
  • Demonstrated proficiency in SAP EC Payroll configuration including payroll schemas, calculation rules, wage type configuration, tax processing, and year-end procedures
  • Bachelor’s degree from an accredited college or university in Information Technology, Human Resources Information Systems, Accounting, Business Administration, or a related field

Required Skills:

  • Deep functional knowledge of SAP EC Payroll including payroll schemas, personnel calculation rules (PCRs), wage type configuration, pay scale structures, and off-cycle processing
  • Hands-on experience with U.S. payroll tax configuration including BSI TaxFactory integration, tax authorities, tax model setup, and W-2/year-end processing
  • Strong understanding of payroll integration with SAP SuccessFactors Employee Central, Benefits, Time Management, and Finance (FI/CO posting)
  • Experience managing full payroll processing cycles including gross-to-net calculation, posting runs, payroll reconciliation, and retroactive processing
  • Ability to analyze and resolve complex payroll discrepancies, off-cycle adjustments, and statutory compliance issues
  • Proficiency in developing functional specifications, payroll configuration workbooks, test scripts, and parallel run documentation
  • Familiarity with federal pay regulations including FLSA, OPM pay tables, leave regulations, and agency-specific payroll policy requirements
  • Strong communication skills with the ability to translate complex payroll processing concepts for HR, Finance, and non-technical stakeholders
  • Experience working within federal or highly regulated IT environments with adherence to strict security and compliance protocols

Desired Skills:

  • SAP Certified Application Associate – SAP SuccessFactors Employee Central Payroll or SAP HCM Payroll certification
  • Experience with garnishment administration, benefits deduction processing, and imputed income configuration within SAP EC Payroll
  • Familiarity with SAP SuccessFactors Time Management integration including time evaluation schemas and payroll-relevant time infotypes
  • Knowledge of federal payroll compliance requirements including OPM regulations, FEHB/FEGLI deduction processing, and Thrift Savings Plan (TSP) contributions
  • Experience supporting Agile or SAFe delivery methodologies within federal IT programs
  • Prior experience on DOE, DOD, or other federal agency SAP payroll implementations

Security Clearance:

  • Active Top Secret (TS) or DOE Q clearance is required; eligibility for SCI access may be required depending on program assignment
