TE Certified is looking for a Payroll Manager who is responsible for the accurate and timely processing of all aspects of payroll for a multi-state workforce while ensuring compliance with all applicable payroll laws and regulations. This hands-on role owns the day-to-day payroll function, including payroll processing, payroll taxes, commissions, 401(k) administration, reporting, reconciliations, and year-end payroll activities. The Payroll Manager partners closely with Human Resources and Accounting to ensure employees are paid accurately and payroll operations run efficiently.  


Essential Duties and Responsibilities 

  • SME in the wing-to-wing payroll process including linkage between Paylocity (payroll provider) to ERP 
  • Manage the end-to-end payroll process for all employees on a weekly, bi-weekly, semi-monthly, or monthly basis. 
  • Ensure payroll is processed accurately, timely, and in compliance with company policies and applicable laws. 
  • Manage payroll-related administration of the company's 401(k) plan, including deductions, contributions, and coordination with the plan administrator. 
  • Lead payroll process improvements, automation initiatives, and system implementations. 
  • Develop KPIs and reporting to measure payroll accuracy, timeliness, and compliance. 
  • Establish and maintain strong internal controls over payroll processing. 
  • Document payroll procedures and maintain process documentation for business continuity. 
  • Review and approve payroll registers, tax filings, garnishments, and payroll-related reports. 
  • Ensure compliance with federal, state, and local payroll tax regulations. 
  • Reconcile payroll accounts and record all payroll-related journal entries, where applicable. 
  • Partner with Accounting to ensure payroll expenses, accruals, and liabilities are accurately recorded each pay period. 
  • Own the complete payroll reconciliation process, including balancing payroll registers to the general ledger, payroll tax liabilities, benefit deductions, and cash funding 
  • Serve as main point of contact with Paylocity (payroll provider) for system maintenance, upgrades, testing, and implementation of new payroll processes. 
  • Coordinate year-end payroll activities, including W-2 preparation and distribution. 
  • Oversee employee deductions, benefits, retirement contributions, and wage garnishments. 
  • Respond to employee payroll inquiries and resolve payroll discrepancies. 
  • Develop and maintain payroll policies, procedures, and internal controls. 
  • Support internal and external audits by providing payroll documentation and reports. 
  • Monitor changes in payroll laws and implement necessary process updates. 
  • Prepare payroll reports for management and regulatory agencies. 
  • Partners with Business Unit employees, Human Resources and Finance to ensure employee data is accurate and payroll changes are properly authorized.

Requirements

Required Qualifications 

  • High school diploma or equivalent required 
  • Bachelor's degree in accounting, Finance, Business Administration, Human Resources, or a related field preferred. 
  • Five or more years of payroll management or senior payroll administration experience. 
  • Strong knowledge of payroll regulations, wage and hour laws, and payroll tax requirements. 
  • Experience with payroll software and HRIS systems (e.g., ADP, UKG, Workday, Paycom, or similar). 
  • Advanced proficiency in Microsoft Excel. 
  • Excellent analytical, organizational, communication and problem-solving skills. 
  • Ability to maintain confidentiality and handle sensitive employee information. 

Preferred Certifications 

  • Accounting or Finance Experience 
  • Experience with Paylocity 
  • Experience with Sage Intaact ERP system 
  • Experience with Service Titan Payroll related functions is a plus (or similar CRM) 
  • Experience supporting payroll and 401(k) audits 
  • Experience processing complex compensation structures, including commissions, bonuses, piece-rate, and incentive pay. 
  • Experience supporting payroll audits and SOX/internal controls  
  • Fundamental Payroll Certification (FPC) is a plus.
