Lead Environmental Programs Supporting America's Space Mission

HL Environmental Services is seeking an experienced Contract Project Manager (CPM) to lead the execution of a comprehensive environmental services contract supporting Patrick Space Force Base, Cape Canaveral Space Force Station, Avon Park Air Force Range, Malabar Transmitter Annex, and Jonathan Dickinson Missile Tracking Annex.

This is an exciting opportunity to manage a multidisciplinary team of environmental professionals supporting the U.S. Space Force and Air Force Civil Engineer Center (AFCEC). As the primary point of contact with the Government, you will oversee all technical, operational, contractual, and administrative aspects of contract performance while ensuring exceptional customer service, regulatory compliance, and mission success.

This position is designated as Key Personnel and requires full-time, on-site support at Patrick Space Force Base with travel to other supported installations as required.

What You'll Do

Contract Leadership

Serve as HL Environmental Services' primary representative to the Government.

Lead execution of all contract requirements in accordance with the Performance Work Statement.

Provide overall technical, operational, administrative, and contractual leadership.

Monitor contract performance and implement proactive solutions to maintain schedule, quality, and compliance.

Ensure all contract deliverables are accurate, complete, and submitted on time.

Program Management

Direct daily operations supporting multiple environmental compliance programs including: Hazardous Waste, Hazardous Materials, Air Quality, Water Quality & Stormwater, Petroleum, Oil & Lubricants, Solid Waste, Environmental Sampling, Environmental Management Systems (EMS)

Manage project schedules, staffing plans, subcontractors, budgets, and resources.

Coordinate technical specialists and media leads across all environmental disciplines.

Government & Customer Relations

Serve as the primary liaison with AFCEC, GSA, installation leadership, and Contracting Officer Representatives.

Conduct recurring status meetings and provide program updates.

Build strong working relationships with Government personnel, regulators, subcontractors, and internal leadership.

Quality & Compliance

Oversee QA/QC of technical deliverables.

Support EMS audits, compliance assessments, and regulatory inspections.

Implement corrective actions and continuous improvement initiatives.

Ensure compliance with all federal, state, Department of the Air Force, and contractual requirements.

Minimum Qualifications

Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Environmental Management, Natural Resources, Industrial Hygiene, Chemistry, or related technical field.

Minimum:

o BS + 8 years of relevant experience

o MS + 6 years

o PhD + 4 years

Experience managing federal environmental contracts.

Experience leading multidisciplinary technical teams.

Experience managing schedules, budgets, staffing, subcontractors, and deliverables.

Strong leadership, communication, and organizational skills.

Ability to obtain and maintain installation access.

Preferred Qualifications

Project Management Professional (PMP)

Experience supporting Department of Defense, Air Force, Space Force, or NASA environmental programs

Experience managing environmental compliance contracts

Familiarity with EESOH-MIS, EMS, and Air Force environmental compliance programs

Working Conditions

Full-time, on-site at Patrick Space Force Base.

Typical work schedule Monday-Friday during normal business hours.

Occasional travel to supported installations.

After-hours support may be required for emergencies or mission needs.
