Job description

This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Workforce Planning & Strategic Analysis (WPSA) Directorate and reports to the Chief, Data Analytics. HCS provides the full range of Human Resources management services to include the development and operations of the Human Capital Data Warehouse, analyzing and reporting data to enhance effectiveness and efficiency of HCS business operations.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/25/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
  • Specialized Experience: Applicants must demonstrate one year of specialized experience equivalent to the GS-12 level. To be considered qualified, applicants must demonstrate experience in at least three (3) of the following:
    • Analyzing operational, performance, or workload data to assess program effectiveness.
    • Assisting with or implementing improvements to business processes, management systems, or organizational operations.
    • Using analytical tools (e.g., Structured Query Language (SQL), Power BI, Tableau, business intelligence platforms, statistical software, or similar tools) to analyze and interpret data.
    • Reviewing data to identify trends, problem areas, inefficiencies, or inconsistencies in operations.
    • Preparing reports, dashboards, or analytical summaries to communicate findings and support management decision-making.
    • Applying knowledge of VA benefits laws, regulations, policies, and procedures in the analysis or administration of VA benefits programs.
GS-14 Grade Level:
  • Specialized Experience: Applicants must demonstrate one year of specialized experience equivalent to the GS-13 level. To be considered qualified, applicants must demonstrate experience in at least four (4) of the following:
    • Evaluating program effectiveness by analyzing operational, performance, or workload data and recommending improvements.
    • Leading or implementing improvements to complex business processes, management systems, or organizational operations.
    • Using analytical tools (e.g., Structured Query Language (SQL), Power BI, Tableau, business intelligence platforms, statistical software, or similar tools) to extract, analyze, and interpret data.
    • Identifying trends, root causes, inefficiencies, risks, or inconsistencies through data analysis and developing recommendations to improve program or operational performance.
    • Developing reports, dashboards, or other analytical products to support leadership decision-making.
    • Applying knowledge of VA benefits laws, regulations, policies, and procedures to evaluate programs, resolve complex issues, or support operational decisions.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
