Responsibilities

Intelligence doesn't operate in isolation - and neither does USCYBERCOM. The command's ability to see, share, and act on intelligence depends on a carefully cultivated network of foreign, interagency, academic, and industry partners. Peraton is looking for an Intelligence Planner specializing in Partnership Development to build and sustain that network at Fort Meade, MD.

In this role, you'll be the architect of USCYBERCOM J2's intelligence relationships - researching new partners, managing active portfolios, navigating interagency processes, and attending high-level intelligence exchanges on behalf of the command. If you have a talent for building trust across organizational and national boundaries, and the tradecraft to back it up, this role puts that skill set at the center of a consequential mission.

What You'll Do
  • Research, develop, manage, and integrate intelligence partnerships between USCYBERCOM and foreign, interagency, academic, and industry entities
  • Provide full-range coordination with command partners - foreign and domestic - to inform Intelligence Directorate leadership
  • Manage portfolios of foreign and domestic partners across a range of governmental requirements and engagement priorities
  • Utilize interagency processes to enable and expand information sharing agreements
  • Identify releasable intelligence, coordinate its release, and deconflict with other agencies to maximize the free flow of intelligence between partners
  • Assess partnership potential and recommend future partners for USCYBERCOM to pursue
  • Attend intelligence exchanges between USCYBERCOM and intelligence partners, providing oversight, expertise, and command representation
  • Integrate CCMDs, service components, IC agencies, and NSA into engagements as appropriate
  • Develop methodologies for tracking Command progress against strategic initiatives and policy implementation
  • Author and maintain Operating Instructions (OIs) for Command-wide programs and initiatives
  • Travel approximately 25% CONUS and OCONUS; valid passport required

QualificationsWhat You Bring

Required:

  • Active Top Secret/SCI (TS/SCI) clearance with Polygraph
  • Minimum of 12 years w/o a degree or 10 years with AS/AA or8 years with BS/BA or 6 years with MS/MA or 3 years with PhD
  • Working knowledge of intelligence partnership development, interagency coordination, and IC/DoD classification guidelines
  • Demonstrated ability to produce timely, logical, and concise analytic reports and policy documents in Microsoft Office formats
  • Proficiency evaluating and synthesizing multiple sources of information using structured analytic techniques
  • Understanding of intelligence collection capabilities and limitations across disciplines
  • Strong verbal and written communication skills; demonstrated proficiency drafting and responding to policy and strategy inquiries
  • Willingness and ability to travel approximately 25% CONUS and OCONUS; valid passport required

Preferred:

  • Experience with partnership and planning tools: Intellipedia, SharePoint, PAC, BICES, Chippewa, Stoneghost, Ispace, GCENext, or unclassified VTC programs
  • Background in foreign liaison, intelligence partnership management, or interagency coordination
  • Experience managing information sharing agreements or foreign disclosure processes
  • Familiarity with USCYBERCOM J2/JIOC partnership engagement processes
  • Knowledge of foreign partner cyber intelligence capabilities and requirements
  • 12+ years of relevant experience, including work within the last 2 years
  • Master's degree in a related field - or a Bachelor's degree plus 5 additional years of senior-level experience (17 years total)

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
