TOWN CLERK JOB POSTING Northern Township, Beltrami County, Minnesota

About Northern Township

Northern Township is a newly incorporated municipality of approximately 3,900 residents located on the north shore of Lake Bemidji, just north of Bemidji in Beltrami County. The Township was granted incorporation on February 10, 2026, and is actively building the administrative foundation for its transition to city government. The Town Clerk is central to that work.

Position Summary

Northern Township is accepting applications for Town Clerk. This is a part-time position, 30 to 40 hours per week, with a flexible schedule. The Clerk serves as the statutory records custodian, supports the Board of Supervisors, administers elections, manages financial functions including utility billing and biweekly payroll, and handles a broad range of compliance and public communication responsibilities. The position reports to the Township Administrator.

Occasional evening hours are required. The Board meets on the 2nd and 4th Monday of each month; attendance is expected and compensated.

Core Responsibilities

  • Prepare agendas, packets, and minutes for Board meetings; maintain the ordinance and resolution books
  • Serve as custodian of Township records under Minnesota Government Data Practices Act requirements
  • Administer elections under Minn. Stat. Ch. 200 in coordination with the Beltrami County Auditor
  • Manage utility billing, biweekly payroll, claims, CTAS accounting, and year-end financial processes including W-2 and 1099 preparation
  • Publish required public notices and manage statutory compliance deadlines
  • Administer the Township cemetery records and deed processing
  • Coordinate with the Deputy Clerk and Deputy Treasurer during peak cycles
  • Support public communication and engagement as a front-line Township representative

Qualifications

Required:

  • High school diploma or equivalent
  • Experience with Microsoft Office and general office software
  • Strong organizational skills and attention to statutory deadlines
  • Ability to work independently with minimal supervision

Preferred:

  • Prior municipal clerk, clerk-treasurer, or local government administrative experience
  • Familiarity with CTAS (Computerized Township Accounting System) or similar government accounting software
  • Knowledge of Minnesota elections administration
  • Minnesota Certified Municipal Clerk (CMC) credential or active pursuit of same

Compensation

  • Hourly wage: $20.00 $24.00 per hour, depending on qualifications and experience
  • Schedule: 30 to 40 hours per week; flexible scheduling with occasional required evening meetings
  • PERA: Mandatory enrollment in the PERA Coordinated Plan
