Job description

SHINE Management Inc. (SMI) is searching for a part-time Recruiter to support sourcing, screening, and production processes across both our commercial and government contracting (GovCon) portfolios. This role partners closely with the Recruiting Manager and talent team to identify, assess, and qualify candidates for technical, professional, and cleared positions, ensuring a high-quality candidate experience and a well-managed pipeline in a fast-paced, deadline-driven environment.

Location & Work Arrangement

Work Location(s): Charlottesville, VA; Luray, VA; or a fully equipped remote office with a strong, reliable internet connection.

Telework/Remote Availability: Yes — telework is currently approved.

Responsibilities

  • Source, screen, interview, and qualify candidates for technical, professional, and cleared positions.
  • Conduct structured, high-quality candidate assessments aligned to job descriptions and contract needs.
  • Manage and maintain candidate communications, negotiations, and offer processes.
  • Keep accurate, up-to-date notes in the ATS and provide timely updates to the team and Recruiting Manager.
  • Attend meetings and present feedback and recommendations on activities discussed.
  • Manage up to 15 or more open requisitions at any given time.
  • Support the Recruiting Manager and team across all recruiting initiatives.
  • Adapt to rapid changes, quick deadlines, and fast turnaround requirements.
  • Represent the organization professionally and consistently in the talent market.
  • 3+ years of recruiting experience spanning both commercial and government/federal industries.
  • Minimum of 2 years of experience recruiting for cleared talent up to a TS/SCI with full scope poly.
  • Experience with non-traditional recruiting methods and creative sourcing of hard-to-find talent.
  • Proven success filling both technical and non-technical roles.
  • Strong knowledge of government contracting recruiting requirements and cleared hiring practices.
  • Excellent judgment, communication, and interpersonal skills.
  • Team player who can work independently and be reliable for timely updates.
  • Familiarity with ATS platforms such as Crelate or similar systems.
  • Background supporting federal civilian, DoD, intelligence, or IC programs.
  • Experience recruiting across both proposal-based and active contract work.

Required Qualifications

  • 3+ years of recruiting experience spanning both commercial and government/federal industries.
  • Minimum of 2 years of experience recruiting for cleared talent up to a TS/SCI with full scope poly.
  • Experience with non-traditional recruiting methods and creative sourcing of hard-to-find talent.
  • Proven success filling both technical and non-technical roles.
  • Strong knowledge of government contracting recruiting requirements and cleared hiring practices.
  • Excellent judgment, communication, and interpersonal skills.
  • Team player who can work independently and be reliable for timely updates.

Preferred Qualifications
