BizFirst is assisting our client with recruiting a skilled and experienced BI / Dashboard Developer. This position supports the following program: U.S. Department of Transportation (DOT), Office of the Secretary (OST), Working Capital Fund (WCF), Office of Financial Management (OFM) — WCF IT Financial Management, Cost Model Development, and Systems Integration Support.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Own the customer-facing proof: a certified drill-down billing view where each of 11 Operating Administrations can see its actual bill, the outputs billed, the rates charged, the calculations behind them, and the inputs those calculations used — five layers, one click at a time. The governing discipline: the reporting layer exposes controlled data; it never becomes a second source of truth. The client environment is Google-based — Google Workspace (Sheets, Drive, Chat, AppSheet, Apps Script) and Google Cloud analytics (BigQuery, Dataform, Looker), alongside Delphi, ServiceNow, and PRISM. Candidates with Microsoft-stack depth (Power BI, Power Automate, Power Query, SQL Server) and the aptitude to transfer are strong fits; direct Google-stack experience is a significant plus.

Responsibilities:

· Design and build the OA drill-down billing views in Looker (LookML semantic models) and Looker Studio: bill → outputs → rates → calculations → inputs, with the reconciliation to Delphi one click beneath.

· Build against certified datasets only; implement view-equals-bill reconciliation checks so publication is blocked until the customer view ties to the issued bill and the bill ties to Delphi.

· Implement OA data segregation in the semantic layer (Looker access filters and user attributes) aligned to the data-layer row-level policies; test roles before every release.

· Enforce display discipline: estimates, accruals, proxies, true-ups, and pending corrections labeled and visually distinct from posted actuals; prior-period corrections linked, never blended; refresh date and period-covered shown on every page.

· Deliver Section 508-conformant reports and views as a release-readiness requirement, not an afterthought.

· Build the operational metrics views: dispute and exception aging, unexplained adjustments, cycle time, and bill-line traceability against DOT-set baselines.

· Document the semantic model and view logic so Government personnel can maintain and extend the reporting layer.

Requirements:

· Security Clearance: Public Trust or the ability to obtain one.

· Candidates whose experience is limited to advisory, strategic, or conceptual consulting will not meet this program's bar. The client explicitly requires demonstrated, hands-on implementation experience — deployed cost models, executed billing cycles, delivered automations, and operational financial products.

· Bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related field, or equivalent additional experience.

· 4+ years of BI development with semantic-layer modeling (LookML, Power BI datasets/DAX, or equivalent) and strong SQL.

· Demonstrated delivery of stakeholder-facing financial dashboards with drill-through from summary to transaction-level support.

· Experience implementing report-layer security for multi-tenant or multi-customer audiences.

· Design judgment for executive and analyst audiences — clarity at the summary, completeness at the detail, honesty in the labeling.


Desired Skills

· Looker and LookML; Looker Studio; BigQuery as the backing store; Connected Sheets for analyst access.

· Power BI or Tableau depth with clear transfer aptitude — semantic modeling and row-level security patterns carry directly.

· Federal financial reporting context (WCF billing, audit-ready lineage); Section 508 / accessibility testing experience.
