Job Summary: The Child & Family Program Manager is responsible for overseeing the function of the Child & Family (C&F) team. This role manages complex projects and services contracts as requested, ensuring responsibilities are clearly identified and assigned, and contract terms are met. The Program Manager identifies and coordinates process improvements across clinical programs, as well as provides clinical supervision to programs as assigned.

General Summary of Duties:

  • Participate in developing and implementing agency treatment philosophy.
  • At the direction of the C&F Director, provide training and consultation to supervisors and staff on evidence based practices clinical tools. 
  • Work with C&F Supervisors to ensure continuity of clinical care for the C&F clients of KMHS. Ensure the appropriate coordination of case flow from referral to discharge/outcomes.
  • Work with community partners to identify client and community needs. Assist in enhancing and developing programs to address these needs.
  • Provide back up for all positions when necessary and direct client services when needed.
  • Provide clinical supervision as needed to clinical staff and interns.
  • Oversee the planning, execution and completion of identified projects to meet specified objectives.
  • Participate in organizational short and long-term visioning, strategic planning and goal development.
  • Work with the C&F Director to ensure contract compliance, monitor program budgets, maximize fee collection, maintain meaningful IS data, and monitor facilities' needs.
  • At the direction of the C&F Director, provide training and consultation to supervisors and staff on processes and protocols.
  • Develop and maintain positive, collaborative relationships with KMHS programs, school district personnel, community partners, and other public or private agencies.
  • Represent C&F Services in the community and serve as liaison to other social service and community agencies.
  • Participate in the agency's community relations activities.
  • In addition to the above, any other responsibilities appropriate to the position and not specifically listed in the job description.

Supervisory Responsibilities:

    • Care Team Assistants
  • Hiring, training, and supervision of direct reports. Collaborate with program director in annual performance review process.

Minimum Qualifications:

EDUCATION: Master’s degree in psychology, social services, or behavioral health.

EXPERIENCE: Specialist (minimum 5 years of job-related experience)

Five years of supervision and administrative experience in social services arena. 

This position requires driving clients in a personal vehicle on behalf of the agency. The incumbent must meet all agency driving requirements, including being at least 21 years old, having been licensed for a minimum of three years, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver’s license in the state of Washington, and having reliable, insured transportation.

LICENSURE / CERTIFICATION:

  • Agency Affiliated Counselor Registration.
  • Must meet and maintain the definition of a Mental Health Professional as defined in WAC 388-877-0500. Child Mental Health Specialist.

 

Preferred Qualifications:

EXPERIENCE: Expert (established subject matter expert, 7+ years of experience)

Experience in co-occurring disorders treatment, individual and group therapy, or substance abuse treatment. Two years’ supervisory experience preferred.

LICENSURE / CERTIFICATION: Washington State licensure such as, LMHC, LICSW, or LMFT without restrictions and has been active and in good standing for the previous two years.

Performance Requirements:

KNOWLEDGE:

  • Working knowledge of KMHS policies, procedures, workflows and operations preferred, coupled with the ability to identify and develop improvements to policies and operations.
  • Maintain a working knowledge of mental health rehabilitation standards.
  • Knowledge of Evidence-Based Practices

SKILLS:

  • Skill in establishing and maintaining effective working relationships with other employees, clients, organizations, and the public.
  • Communicates clearly and concisely.
  • Excellent organizational skills with demonstrated ability to manage and execute complex projects on time and on budget, including knowledge of project management techniques and tools.
  • Demonstrated experience providing direct service to individuals living in poverty with complex needs.
  • Demonstrated critical thinking and problem-solving skills including the ability to assess situations to determine the importance, urgency, risks, and make clear decisions which are timely and benefit the organization.
  • Ability to communicate quickly and effectively in high acuity situations.
  • Demonstrated experience collaborating with partner agencies toward a shared goal.

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, vehicle, etc.

 

Work Environment: Office, outreach.

 

Mental/Physical Requirements:  While performing the job duties, the employee is required to walk, sit, drive, use hands and fingers, reach with arms, talk, or listen.  Peripheral vision is also required for this position. Frequent mobility, driving/walking/standing/sitting required for extended periods.

*A sign-on bonus is a form of compensation for a new employee in addition to their established salary. Bonus amounts are prorated by FTE, and any changes to FTE before all bonus installments are paid may alter the total payout.
