This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.    

Opening:

The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation’s largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. Position Objective:

This position is responsible for the ongoing maintenance of the Hyperion Planning applications currently utilized within the MTA Office of Management and Budget (OMB). It will report to the Deputy Director – Financial System Applications Development and will maintain all updates required for the ongoing support of three budget cycles (JFP, NFP, and FFP), month and annual variance reporting, and all ad hoc reporting as required. The position will take control of any enhancements required within each application, resulting from any revisions to the budget process, business requirements, or updates to the PeopleSoft Ledger System. It will also be responsible for the ongoing integration of data from all reporting agencies and the MTA Department of Management and Budget Hyperion applications, along with any additional requirements that may surface from the consolidation process. This position will also support the development of other agency Hyperion Planning applications as required.

Responsibilities:

  • Maintain and administer EPM Cloud applications for the MTA Office of Management and Budget
  • Administration of current integrations between agency-specific Hyperion Planning and source data applications.
  • Develop and maintain Calc Scripts and Hyperion business rules.
  • Lend experience and expertise to all upgrades and enhancements
  • Provide technical support and expertise on all financial reporting requirements using Reports, Oracle Data Integration (ODI) Data Exchange, and EPM Agent Tools.
  • Management of security in Shared Services, metadata maintenance, and user support.
  • Manage the training and inculcation of OMB financial systems and reporting tools into all finance-supported departments.
  • Cross-train, mentor, and motivate existing personnel within the Financial Systems Team to ensure consistent performance.
  • Maintain technical and end-user documentation to ensure ongoing delivery and user support.
  • Serve as the EPM Cloud subject matter expert, fill in for the Assistant Director of Financial Systems when not available, and provide for other requests as necessary.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work meets contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Must have extensive experience in the development, implementation, and maintenance of Oracle EPM Cloud applications.
  • Must have an extensive background in Oracle Data Integration (ODI) package development and execution.
  • Must be well-versed in the development, maintenance, and execution of calculation rules.
  • Must have experience creating reports in Oracle Financial Reporting Studio (FRS)
  • Must have an extensive background in the consolidation of multiple data submissions
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within the Finance Division of the MTA
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal stakeholders.
  • Must have strong managerial skills to effectively implement the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Required Education and Experience:

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Finance, Accounting, or Computer Science field, or an equivalent combination of education and experience from an accredited college, or a level of equivalent work experience may be considered in lieu of a degree.
  • Minimum 6 years of related experience as an administrator of an Oracle EPM Cloud planning application.
  • Minimum 3 years at least 3 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body.

The Following is/are preferred:

  • Master’s degree in Arts/Sciences (MA/MS) in Finance, Accounting, or Computer Science field
  • Familiarity with the MTA’s financial process.
  • Familiarity with the MTA’s policies and procedures.
