Software Developer - Oracle APEX (NWS 00888)

THIS POSITION IS SHORT TERM, MAX 1,000 HOURS PER CALENDER YEAR
THIS POSITION IS FULL TIME FOR SIX MONTHS, WITH POTENTIAL TO EXTEND THE CONTRACT

North Wind Services is actively seeking a highly motivated individual with strong technical skills and a commitment to excellence to join our supplemental labor team supporting the Department of Energy at Lawrence Livermore National Laboratory (LLNL). Our team contributes to national security through science, technology, and engineering at vital federal research and development installations.

The ideal candidate is one who thrives in dynamic environments and is eager to develop their expertise while supporting cutting-edge operations. This position combines hands-on field work with remote operations using computer-based systems, offering a unique opportunity to work with advanced technologies in a highly technical and collaborative environment.

Qualified applicants must be U.S. citizens, at least 18 years of age, and able to meet preemployment requirements, including physicals, drug screenings, and background investigations to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of North Wind Services, a premier government contractor dedicated to employing well-qualified personnel to advance LLNL's mission in Livermore, CA. While employed by North Wind Services, the employee will take day-to-day directions from LLNL technical personnel. Pay, benefits, and employment management functions are provided by North Wind Services.

The Strategic Deterrence Directorate has an opening within the Applications Rapid Application Development (RAD) team for a Software Developer with a focus on Oracle APEX. The successful candidate for this full-time opportunity will report directly to the RAD team leader. The successful candidate must be proficient in SQL, PL/SQL, Oracle APEX, and data modeling.

Essential Duties
- Design and deliver Oracle APEX applications or modifications to existing applications.
- Gather, analyze, and document new systems requirements and changes to existing systems. Formally document requirements.
- Develop detailed design specifications, schema design and entity relationship models, and test plans.
- Actively participate in code/design reviews.
- Adhere to established software project management and software development lifecycle (SDLC) procedures, including data modeling, versioning, and release procedures.
- Participate in collaborative process evolution subject to formal governance and approval.
- Support and coordinate with team management and stake-holders in the prioritization of work.
- Engage other developers frequently to share relevant knowledge, opinions, and recommendations.
- Contribute to the fulfillment of technical projects and organizational objectives, functioning as an effective team member on multi-disciplinary teams.
- Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities
- Bachelor's degree in Computer Science or a related field, or the equivalent combination of education and related experience.
- Knowledge and experience with relational databases and SQL.
- Knowledge and experience with web development.
- Skilled in all aspects of software project life cycle: feasibility, requirements, design, implementation, integration, testing, deployment, and maintenance and operations.
- Ability to resolve user issues, data problems, and code defects.
- Ability to work independently and/or as part of a multi-disciplinary team environment.
- Advanced problem-solving skills; ability to find solutions to complex problems and to handle multiple priorities and tasks effectively.
- Effective interpersonal and critical thinking skills necessary to contribute to team objectives.
- Sufficient written and verbal communication skills necessary to prepare, present, and document technical information.

Desired Skills, Knowledge, and Abilities
- Knowledge and experience with recent low code application platforms, preferably Oracle APEX.
- Experience with relational databases such as Oracle, MySQL, Postgres, SQL Server.
- Proficiency in PL/SQL.
- Knowledge and experience with web development technologies and languages such as Javascript, Ajax, CSS, and HTML.
- Experience in software design and architecture principles.
- Experience with data modeling (ERD) tools.
- Experience working as a member of a team as well as independently.

Special Requirements
