PURPOSE:

The Exceptional Children (EC) Teacher - General Curriculum provides specialized instruction, case management, consultation, and instructional support to students with disabilities who access the North Carolina Standard Course of Study through accommodations, modifications, specially designed instruction, and related services as identified in each student's Individualized Education Program (IEP). This position collaborates with general education teachers, administrators, related service providers, families, and support staff to ensure students receive a free appropriate public education in the least restrictive environment while promoting academic achievement, independence, and successful postsecondary outcomes.

Employees assigned to this position may serve students through inclusion, resource, co-teaching, consultation in self contained classrooms, or other general curriculum service delivery models. Assignments may vary based upon student enrollment, district needs, staffing, licensure, and applicable law.

KNOWLEDGE, SKILLS, AND ABILITIES: 

• Knowledge of federal and North Carolina laws governing special education programs.
• Knowledge of IDEA, Section 504, FERPA, and applicable State Board of Education policies.
• Knowledge of specially designed instruction, accommodations, modifications, differentiated instruction, and Universal Design for Learning.
• Knowledge of evidence-based instructional practices for students with disabilities.
• Knowledge of the North Carolina Standard Course of Study, NC Occupational Course of Study, EOC/EOG, transition planning and appropriate life skills instruction.
• Ability to develop, implement, and monitor Individualized Education Programs (IEPs).
• Ability to analyze assessment data and use data to improve instruction.
• Ability to establish and maintain effective working relationships with students, parents, staff, administrators, and community agencies.
• Ability to effectively manage multiple priorities while maintaining compliance with legal timelines.
• Ability to communicate effectively orally and in writing.
• Ability to engage in effective conflict resolution and de-escalation techniques.
• Ability to maintain confidentiality.
• Ability to utilize instructional technology and student information systems.
• Ability to exercise sound professional judgment in responding to student needs and emergencies. 

EDUCATION AND TRAINING:

• Bachelor's degree from an accredited college or university.
• Holds or is eligible to hold a North Carolina Exceptional Children teaching license appropriate for assignment.
• Maintains all licensure requirements established by the North Carolina Department of Public Instruction.
• Successfully completes required district and state professional development. 

TERM OF EMPLOYMENT: 10 months (Part-Time)

PERFORMANCE RESPONSIBILITIES:

1. Provide specially designed instruction aligned to each student's Individualized Education Program.
2. Develop, implement, and monitor Individualized Education Programs in compliance with federal and state law.
3. Knowledge of NC Standard Course of Study, NC Occupational Course of Study, EOC/EOG, transition planning and appropriate life skills instruction.
4. Serve as case manager for assigned students.
5. Collect, analyze, and maintain student performance data.
6. Collaborate with general education teachers to implement accommodations and modifications.
7. Participate in eligibility, annual review, manifestation determination, reevaluation, and transition meetings.
8. Develop measurable annual goals and monitor student progress.
9. Administer and interpret educational assessments as appropriate.
10. Utilize research-based instructional strategies to improve student achievement.
11. Maintain accurate educational records and required documentation.
12. Communicate regularly with parents regarding student progress.
13. Collaborate with related service providers.
14. Ability to safely supervise students that may exhibit significant behavioral disabilities.
15. Ability to exercise sound professional judgement during emergency situations.
16. Support implementation of Behavior Intervention Plans and Behavior Support Plans.
17. Utilize district-approved de-escalation techniques and crisis intervention procedures.
18. Respond appropriately during behavioral, medical, or safety emergencies.
19. Implement district-approved physical intervention procedures when required by student behavior, authorized by district policy, and consistent with required training.
20. Maintain an orderly, safe, and productive learning environment.
21. Supervise students in classrooms and other assigned school settings.
22. Participate in school improvement initiatives.
23. Maintain confidentiality of student information.
24. Maintain required professional licensure.
25. Participate in district and school professional development.
26. Utilize district technology resources effectively.
27. Comply with Board policies, administrative procedures, and professional standards.
28. Supervise instructional assistants assigned to the classroom as applicable
29. Perform other duties as assigned by the principal consistent with the position.

PHYSICAL REQUIREMENTS:

• Must be able to stand, walk, or sit for prolonged periods throughout the workday.
• Must be able to bend, stoop, kneel, crouch, and reach as necessary to perform instructional duties.
• Must be able to lift and carry instructional materials and classroom equipment weighing up to 25 pounds routinely and 50 pounds occasionally.
• Supervise instructional assistants assigned to the classroom as applicable
• Must be able to supervise students in classrooms, hallways, cafeterias, playgrounds, buses, field trips, and other educational settings.
• Must be able to participate in district-approved crisis prevention and intervention procedures consistent with district training and assigned responsibilities.
• Must be able to visually, auditorily, and physically monitor student behavior, safety, and performance.
• Must be able to respond promptly to student medical, behavioral, or safety emergencies.  
• Must be able to assist with emergency evacuations and implement school emergency procedures.
• Must be able to use computers, instructional technology, communication systems, and other office equipment for extended periods.
• Must be able to travel between classrooms, schools, and district locations as assigned.  

General Curriculum EC teachers are expected to utilize district-approved de-escalation techniques and crisis response procedures appropriate to their assignment and training. While behavioral incidents may occur, this position is not routinely assigned responsibilities involving personal care, student lifting and transfers, or implementation of physical restraint procedures as primary job functions. Such duties may occur only when required by an individual assignment, emergency circumstances, or other responsibilities specifically assigned by the district.
