Project Manager - Joint Base Anacostia- Bolling
EMI Services is seeking a detail-oriented and security-conscious Project Manager for a part-time role, overseeing a custodial services contract at Joint Base Anacostia Bolling. This position is responsible for the day-to-day management of cleaning operations, ensuring all contract requirements are met in compliance with security protocols, safety standards, and customer expectations. The Project Manager will directly supervise a small team of personnel and serve as the primary point of contact for government representatives.
*This position is part time averaging 12-16 hours per week
Salary
$36,000 - $40,000 based on experience and qualifications
Key Responsibilities:
  • Oversee and coordinate daily cleaning operations in a secure, classified environment.
  • Ensure compliance with contract specifications, federal regulations, and facility security requirements.
  • Serve as the main liaison between the government client, company leadership, and on-site staff.
  • Maintain detailed records of work performed, inspections, personnel schedules, and incident reports.
  • Manage staffing, including scheduling, timekeeping, training, and performance evaluations.
  • Conduct regular site inspections and quality control checks to ensure adherence to standards.
  • Respond promptly to client requests, concerns, or issues and implement corrective actions as necessary.
  • Ensure strict compliance with all security procedures, including escorting uncleared staff when required.
  • Monitor supply levels and coordinate procurement of cleaning supplies and equipment.
  • Promote a safe work environment by enforcing safety protocols and conducting regular safety briefings.

Requirements
  • Active Top Secret Security Clearance required at time of hire with the ability to obtain SCI.
  • Bachelors Degree (or equivalent experience)
  • Minimum 5 years of Project Management experience supporting a facilities related government program
  • Strong leadership and organizational skills with the ability to manage a small team effectively
  • Excellent communication and interpersonal skills for interfacing with government clients and internal stakeholders
  • Working knowledge of custodial best practices, OSHA safety standards, and government contracting principles
  • Proficiency in Microsoft Office (Word, Excel, Outlook)
  • Experience with quality control programs and reporting is a plus
  • Valid driver's license compliant with REAL ID Act or are you willing and able to obtain one
  • Pass a pre-employment drug screening and background check
  • U.S. citizenship to obtain and maintain access to military installations

Preferred Qualifications:
  • Experience managing services in cleared government facilities.
  • Prior experience with ISO or other quality management systems.
  • Familiarity with the Joint Commission or similar facility standards (if applicable)
