Description
The FMS Coordinator will provide comprehensive programmatic, financial, and administrative support for U.S. Navy Foreign Military Sales (FMS) programs. This position requires extensive experience managing multiple FMS cases concurrently, developing and tracking budgets and Rough Order of Magnitude (ROM) estimates, coordinating schedules, and ensuring compliance with FMS disclosure and export requirements.
*Please note this is a Part-time position.*
  • Coordinate and support multiple U.S. Navy FMS programs and cases throughout the program lifecycle.
  • Develop, review, and track ROM estimates, budgets, forecasts, and funding execution.
  • Monitor carryover funding, multi-year program obligations, and financial performance metrics.
  • Extract and analyze data from IBPES, ERP, NEPS, and other program management systems.
  • Develop and maintain Integrated Master Schedules and associated program tracking tools.
  • Prepare program reviews, financial analyses, status reports, and executive briefings.
  • Support FMS disclosure reviews and ensure compliance with export control and foreign disclosure requirements.
  • Coordinate and support Price and Availability (P&A) reviews and related technical assessments.
  • Track program risks, issues, milestones, and action items to support successful program execution

Requirements
  • Minimum of (10) years of direct experience supporting U.S. Navy Foreign Military Sales (FMS) programs.
  • Minimum of 10 years of experience developing, reviewing, tracking, and managing Rough Order of Magnitude (ROM) estimates.
  • Experience tracking and managing carryover funding and multi-year programs.
  • Minimum of 10 years of experience in financial planning, budgeting, forecasting, and resource management across multiple projects and personnel.
  • Demonstrated experience using IBPES (Integrated Budget Planning and Execution System) to:
  • Extract and analyze program and financial data.
  • Develop comprehensive, executive-level presentations and briefings.
  • Support program planning, budgeting, and execution activities.
  • Experience extracting, analyzing, and reporting data from Enterprise Resource Planning (ERP) systems.
  • Working knowledge and experience utilizing NEPS and associated reporting functions.
  • Demonstrated ability to manage and coordinate multiple FMS cases simultaneously, including:
  • Personnel planning and coordination.
  • Budget development and execution.
  • Program tracking and reporting.
  • Schedule and milestone management.
  • Experience developing, maintaining, and updating Integrated Master Schedules (IMS).
  • Ability to create schedule content, track milestones, identify risks, and support program execution.
  • Knowledge of and experience with FMS disclosure requirements, including:
  • Export control regulations.
  • Technology transfer restrictions.
  • Foreign disclosure policies and procedures.
  • Experience supporting FMS Price and Availability (P&A) technical reviews, including coordination of technical, schedule, and cost inputs.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to synthesize large datasets into actionable recommendations and management briefings.
  • Experience preparing executive-level reports, presentations, and program status updates.
  • Strong communication and stakeholder coordination skills across government and contractor organizations.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Project.
  • Active Secret security clearance.

The anticipated salary for this position is $72.20 per hour.
