Job description

A3 Technology, Inc. is seeking an experienced Program Analyst or Business Analyst to support the Federal Aviation Administration (FAA) Post-Implementation Review (PIR) activities. The analyst will evaluate program cost, schedule, benefits, and implementation documentation; prepare decision-support products; and help FAA programs understand and satisfy PIR requirements.

The ideal candidate has direct experience conducting or supporting FAA PIRs, PIR Data Readiness Assessments (PDRAs), or comparable investment and program-performance reviews. This position requires an experienced professional who can work with limited direction after completing initial onboarding and becoming familiar with the client's processes, expectations, and documentation.


*This is a part-time position, approximately 20 hours per week. Work will be performed primarily on-site, with limited remote work based on client needs and approval. The analyst may occasionally need to adjust working hours to support meetings, training sessions, or program schedules. *

Responsibilities:

  • Conduct and document cost-benefit analyses, schedule and cost analyses, and related program-performance assessments.
  • Review PIR documentation and supporting data for completeness, accuracy, consistency, and readiness for analysis.
  • Conduct or support PDRAs to determine whether programs have the documentation and data needed to proceed with a PIR.
  • Analyze planned and actual program costs, schedules, operational outcomes, and benefits.
  • Identify gaps, inconsistencies, risks, and areas requiring additional documentation or analysis.
  • Prepare analytical reports, executive briefings, presentations, recommendations, and other decision-support products.
  • Coordinate with FAA program offices, subject matter experts, and other stakeholders to obtain and validate information.
  • Update and customize PIR training materials to reflect program needs, current guidance, and lessons learned.
  • Support the facilitation of training sessions for programs preparing for a PIR, including presenting course content and answering participant questions.
  • Manage assigned activities and deliverables with limited supervision while keeping the client informed of progress, risks, and issues.
  • Perform other related program analysis and documentation support, as required.

Skills Required:

  • Bachelor's degree in any field. A degree in business administration, finance, economics, public administration, project management, systems engineering, operations research, or a related discipline is preferred.
  • 10 to 15 years of relevant professional experience in program analysis, business analysis, investment analysis, program management, financial analysis, schedule analysis, or a related field.
  • Demonstrated experience conducting cost-benefit analysis and schedule and cost analysis.
  • Experience reviewing complex program documentation and translating findings into clear reports, briefings, and recommendations.
  • Strong analytical, organizational, written communication, and presentation skills.
  • Ability to collaborate effectively with technical, financial, program management, and executive stakeholders.
  • Ability to work reasonably autonomously and manage deliverables with limited direction following onboarding and process familiarization.
  • Proficiency with Microsoft Office applications, particularly Excel, PowerPoint, and Word.
  • Ability to work primarily on-site during scheduled working hours.
  • US Citizenship or documented proof of eligibility to work in the US is required. Applicants selected will be subject to a government investigation and must meet eligibility requirements to obtain Government clearance.


Skills Preferred:

  • Direct experience conducting or supporting an FAA Post-Implementation Review.
  • Experience conducting or supporting a PIR Data Readiness Assessment.
  • Knowledge of FAA investment decision-making, acquisition, lifecycle management, or benefits-realization processes.
  • Direct experience supporting one or more major FAA systems or programs.
  • Experience analyzing program baselines, actual costs, schedules, operational performance, and expected or realized benefits.
  • Experience developing, updating, customizing, or delivering professional training materials.
  • Experience facilitating training, workshops, data-review sessions, or stakeholder meetings.
  • Familiarity with FAA organizations, terminology, documentation standards, and stakeholder environments.


Additionally, US Citizenship or documented proof of eligibility to work in the US is a must. Upon receiving a conditional offer of employment, candidates will undergo a Government investigation and must meet eligibility requirements for Government clearance. Verification of past employment, education and references is also required. It is imperative that candidates be either a US citizen or a current green card holder with the last 3 consecutive years as a resident of the US.


The salary range for positions is $50,000 to $175,000. This range is provided as a general guideline and should not be interpreted as a guarantee of compensation. Actual salary offers will be determined based on a variety of factors, including but not limited to the specific responsibilities of the position, the candidate's education, experience, location, knowledge, skills, and abilities. In addition, compensation may be influenced by applicable Federal Government contract labor categories and established contract wage rates.
