The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.
We have an immediate need for a regular part-time Technologies and Experimentation Integrator to provide onsite support out of Arlington, VA.
Responsibilities
The Technologies and Experimentation Integrator will play a pivotal role as a member of the Enhanced Program Integration in Combatant Commands (EPIC) Team, accelerating the transition of cutting-edge DARPA technologies to the warfighter. EPIC serves as the connective tissue between DARPA's portfolio of breakthrough technologies and the warfighter, acting as the agency's primary integrator for Combatant Command (CCMD) engagements. The team's mission is to identify, define, and rapidly prototype solutions for the military's most pressing operational challenges by embedding DARPA technologies into CCMD exercises and war plans. This direct collaboration is designed to accelerate the integration of technology by demonstrating its value to the end user and creating data-driven justification for funding and adoption. Their primary focus acts as a crucial bridge between DARPA Program Managers and CCMD stakeholders, fostering awareness, advocating for technology adoption, and facilitating seamless program integration into operational environments. The ideal candidate possesses a unique blend of technical and operational expertise, exceptional communication skills, and proven relationship-building abilities. The integrator will be responsible for managing a diverse portfolio of DARPA programs, strategically coordinating transition activities, diligently tracking financial milestones, and serving as a key liaison between DARPA and CCMDs.
Qualifications
Required:
  • Master's degree or higher in a relevant field (e.g., engineering, computer science, communications) or a national security-related discipline.
  • Active TS/SCI clearance and experience with Special Access Programs.
  • 20+ years of DoW experience including experience as a senior military officer (O-5) or senior civilian (GS-14/SES)
  • Recent experience serving on a Combatant Command, Component, Joint Staff, or Service Headquarters staff, demonstrating a deep understanding of joint operations, planning, and processes.
  • Verifiable operational experience in the DoW, providing the necessary credibility to interface with the joint force on operational matters.
  • Able to understand operational gaps and novel technology solutions.
  • Excellent communication, interpersonal, and presentations skills with the ability to communicate complex technical information to both technical and non-technical audiences.
  • Knowledge of digital communication, with experience communicating across multiple digital architectures.
  • Experience transitioning technology into operational environments including the integration of R&D programs into CCMD exercises and training events.
  • Understanding of Technology Readiness Levels (TRL) and how to integrate with Combatant Command (CCMD) Exercises.
  • Ability to implement stakeholder management to cultivate relationships with Program Managers, CCMD Staffs, industry partners, and other key government stakeholders.
  • Ability to report to Arlington, VA up to 30 hours per week based upon client needs.

Desired:
  • PhD or equivalent operational experience in a scientific or technological discipline.
  • 2+ years working in an R&D environment or working with low TRL Programs.
  • Planning, Programming, Budgeting, and Execution (PPBE) experience working defense budget process at CCMD, Component, Joint Staff, or Service Headquarters.
  • Past experience working with DARPA and DARPA Program Managers.
