Job Summary
This Cardiovascular Disease and Stroke Data Analyst position is designed to support chronic disease activities focused on cardiovascular conditions (including cardiovascular disease risk factors, stroke, and heart attack) through utilization of data. It will support efforts to maintain data dashboards and reports, conduct new data analyses, develop and write data briefs and reports, translate information into plain language, and develop maps to support CVH and Stroke program planning and implementation at the Minnesota Department of Health. A special focus of this position will be to support analysis and understanding of the adoption of self-measured blood pressure with clinical support in Minnesota. The incumbent will also conduct additional data analysis activities for related chronic conditions, shared risk factors, and overlapping populations and communities.
This position is part-time and can work up to 20 hours per week. The specific hours and days of work are flexible within 8 a.m. - 4:30 p.m. Monday - Friday. This position is anticipated to last through September 9, 2028, or until the selected candidate completes their educational program, whichever occurs sooner. Due to the temporary nature of this position, it could be ended at any time.
In accordance with HR/LR Policy #1422 Telework , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
Qualifications
Minimum Qualifications
The following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for this position.
  • Current enrollment in a Master's or Doctorate level program focused on epidemiology, biostatistics, public health or other closely related field of study.
  • Current enrollment or completion of coursework in epidemiology, biostatistics, or other analysis class focused on observational data.

Student Worker Eligibility: To be eligible for appointment as a Student Worker Paraprofessional Senior you must be enrolled in a post-secondary or graduate program or plan to enroll within three months. Students may be "off" for the summer or for one semester/quarter and remain employed as a student worker, but such absences cannot exceed one semester/quarter in a year. If you are enrolled at a credit-granting institution you must carry at least six semester/nine quarter credits. If enrolled at a non-credit granting institution or one that only offers one credit per class, you must be taking two or more classes per semester/quarter. Any lesser credit (class) load will be treated as a semester/quarter off. Graduate students must be enrolled in at least two courses or making progress on a dissertation. You will be asked to complete an Educational Verification form prior to appointment.
Minimum Qualifications to be assessed at interview:
  • Ability to use SAS, R, other statistical software, and other analysis and data visualization tools.
  • Ability to write data briefs and analytical documentation in a clear, concise, and understandable way.

Preferred Qualifications
  • Experience using ArcGIS and Power BI.
  • Experience working with diverse populations such as low-income, rural residents, racial/ethnic minorities, adolescents, older adults, people with limited English proficiency, people with disabilities or mental illness, and LGBTQ communities.
  • An awareness of state law and statutes regarding data privacy and reporting requirements.
