Data Systems Analyst

THIS IS NOT A REMOTE POSITION.
Louisiana Adult Education operates a distinct and complex data environment in its role as a state agency, federal reporting authority under WIOA Title II, and issuer of high school equivalency credentials. The program's Student Information System (SIS) and its network of integrated systems require sustained technical attention as the program evaluates structural changes - including potential migration to Ellucian Banner or a hybrid systems approach - under the direction of LCTC leadership.
This part-time position will work at the intersection of IT and adult education program operations to clean up existing SIS data tables, document current data architecture, and prepare the systems environment for informed decision-making by LCTC leadership. The role does not carry policy or reporting authority but provides essential technical capacity that does not currently exist within the Adult Education or IT teams.

Duties and Responsibilities:
SIS Data Cleanup and Quality Remediation
• Audit existing SIS tables for data quality issues, including duplicate records, missing fields, invalid entries, and classification errors
• Work with the State Director and program staff to understand data definitions and federal reporting requirements (NRS, WIOA Title II)
• Execute systematic corrections to student, provider, site, and staff tables in accordance with state policy
• Document all changes made, including before/after states and justification
• Flag records that require policy-level decisions for escalation to the State Director
Systems Documentation
• Produce written documentation of current SIS data architecture, including table structures, field definitions, and data relationships
• Map existing integrations between the SIS and external systems (HSE Data Hub, HSE Connect, ApplicationXtender, NSC, LWC, SWIS, and the WorkReady U intake portal)
• Document import schedules, data flow logic, and known failure points
• Identify undocumented dependencies or institutional knowledge gaps that present continuity risk
Pre-Migration Readiness Analysis
• Assess current SIS data against potential receiving environments (Banner or other platforms) to identify structural incompatibilities
• Produce a gap analysis documenting AE-specific data elements, reporting logic, and workflows not natively supported in Banner
• Support the State Director in preparing materials for LCTC leadership regarding the technical complexity of any proposed migration
• Identify which systems and functions must remain under Adult Education state authority regardless of platform changes
IT Coordination
• Serve as the primary liaison between the Adult Education program and LCTC IT on data-related work
• Coordinate with IT on import processes, scheduled jobs, and system-level access needed for cleanup activities
• Participate in planning discussions with LCTC IT office as directed by the State Director
• Escalate technical failures or system-level issues promptly with clear documentation
• Other duties as assigned
Required Experience:
• Experience working with relational databases or student information systems
Required Knowledge, Skills and Abilities:
• Proficiency in SQL or comparable data query tools
• Ability to read and interpret data documentation, field definitions, and system logic
• Strong written communication skills - this role produces documentation, not just analysis
• Ability to work independently with minimal supervision while maintaining clear communication with the State Director
• Proficiency in SQL or structured data query tools with demonstrated ability to identify and resolve data quality issues
• Ability to produce clear, organized technical documentation suitable for both technical and non-technical audiences
• Must be able to work in a fast-paced environment with demonstrated ability to manage competing demands and frequent change
• Strong analytical skills with experience identifying data patterns, inconsistencies, and systemic issues across large datasets
• Effective communication with IT staff, program leadership, and external stakeholders on complex technical matters
Preferred Experience:
• Experience with Ellucian Banner or comparable higher education ERP systems
• Prior experience supporting system migrations or data conversion projects
• Experience with ApplicationXtender or document management systems
Preferred Knowledge, Skills and Abilities:
• Familiarity with adult education, workforce development, or federal grant-funded programs
• Knowledge of NRS, WIOA Title II, or related federal reporting frameworks
